According to Clause 6, Article 2 of Decree 01/2017/ND-CP as amended by Clause 2, Article 1 of Decree 136/2018/ND-CP, administrative procedures are as follows:
"Article 5b. Conditions of organizations and individuals engaged in the construction of land information systems

1. Conditions for organizations and individuals engaged in the construction of information technology technical infrastructure and software development of the land information system must comply with the provisions of the law on investment management and application. use of information technology and other relevant laws.
2. Non-business organizations and enterprises may engage in the construction of land databases when fully meeting the following conditions:
a) Having the function of building a land database for State non-business organizations;
b) There are at least 05 (five) individuals for the construction of a district-level land database, at least 10 (ten) individuals for the construction of a provincial-level land database, and building a central land database that fully satisfies the conditions specified in Clause 3 of this Article”.
3. An individual may practice the construction of a land database in an organization engaged in the construction of a land database when fully meeting the following conditions:
b) Having a university or higher degree in one of the majors in land management, cadastral, surveying and cartography, information technology and other majors related to land databases;
c) Having worked in the field of land resource management or building a land database for 24 months or more.
4. The scope of activities of building a land database includes building a district-level, provincial-level and national-level land database.
The construction of a national-level land database can only be done after the Ministry of Natural Resources and Environment has appraised and assessed the eligibility and operational capacity as prescribed in Clause 2 of this Article.
5. The process of appraising and assessing the conditions and capacity of the organization building the land database is as follows:
a) Non-business organizations and enterprises shall send dossiers to the Ministry of Natural Resources and Environment for capacity appraisal; Dossier of application for appraisal include:
- Document on the content and volume of tasks to build the land database to be performed;
- A copy of the establishment decision, enterprise registration certificate or investment registration certificate in the fields of information technology, cadastral surveying and land management; operation license of cadastral surveying;
- A list of officials registered to participate in the implementation, showing their training qualifications and expertise, training certificates on building a land database and each person's working experience;
- List of projects and works to build a land database that have been implemented or participated in implementation (if any).
b) Within 30 days from the date of receipt of complete and valid dossiers, the Ministry of Natural Resources and Environment shall complete the appraisal and notify the results to non-business organizations and enterprises.”
