"Article 19. Order and procedures for assessing and classifying public employees' quality
1. For officials who are heads and deputy heads of heads:
a) Officials self-assess and grade quality
Public employees who make reports on self-assessment, level of classification of work results according to their assigned responsibilities and tasks, are made according to form No. 03 of the Appendix issued together with this Decree.
b) Comments and evaluations of public employees
Hold a meeting at the unit where the employee works to comment and evaluate the officer. Participants in the meeting included all officers of the unit.
In case the unit has a constituent unit, the composition includes the collective leadership of the unit, representatives of the party committee, trade union, youth union at the same level and heads of the constituent units; for large-scale units, the heads of the constituent units may give their opinions in writing.
The official shall present the report on self-assessment of the work results at the meeting, the members attending the meeting shall give their opinions, the opinions must be recorded in the minutes and approved at the meeting.
c) Collect comments and assessments of the party committees of the units where the public employees work.
d) Consider and decide to evaluate and classify the quality of public employees
The staffing advisory department of the agency or unit competent to evaluate shall synthesize comments and assessments specified at Points b and c of this Clause and relevant documents (if any), propose Publish evaluation content and quality ratings for public employees.

b) Comments and evaluations of public employees
Hold a meeting at the unit where the employee works to comment and evaluate the officer.
Participants in the meeting include all officers of the unit or all officers of the constituting unit where the officer works in case the unit has a constituent unit.
