Pursuant to Article 5 of Decree 122/2018/ND-CP stipulates as follows:
“Article 5. Scoring scale and scoring method for the title of Cultural family and cultural residential area
1. The maximum point scale used as a basis for consideration and recognition of the title of Cultural Family (Form 04) and Cultural Residential Area (Form 06) is 100 points.
2. The total score of each criterion specified in Articles 6 and 12 of this Decree is not less than 50% of the maximum score.
3. The scoring method for considering and conferring the title of Cultural family is implemented as follows:
a) Households in a district or a city in a centrally run city: Score at least 90 points;
b) Households in communes, wards, townships in mountainous, island or communes with special difficulties or poor, near-poor households according to the Government's regulations: At least 60 points;
c) Households other than those specified at Points a and b, Clause 3 of this Article: Score 85 points or more.
4. The scoring method to consider and award the title of Cultural Residential Area is as follows:
a) Residential areas in urban districts or rural areas in centrally run cities: Score at least 90 points;
b) Residential areas in communes, wards or townships in mountainous, island or communes with special difficulties according to the Government's regulations: Score 60 points or more;
c) Residential areas that do not fall into the cases specified at Points a and b, Clause 4 of this Article: Score at least 80 points.
5. Certificate of Merit for Cultural Family, Cultural Residential Area is awarded no more than 15% of the total number of families recognized with the title of Cultural Family for full 03 consecutive years, and the residential area is recognized with the title of Residential Area. cultural residence for 5 consecutive years.”

What is the procedure for considering and awarding the title of Cultural Family in Vietnam?
Pursuant to Article 9 of Decree 122/2018/ND-CP stipulating as follows:
“Article 9. Procedure for considering and awarding the title of Annual Cultural Family
1. The head of the residential area shall base on the application for participation in the emulation and the self-assessment table of the household to compile a list of families eligible for comment.
2. The head of the residential area convenes a meeting to review and score points according to the scale, the composition includes:
a) Party committees, heads of residential areas, heads of the Front Work Committee, representatives of branches and mass organizations;
b) Household representatives on the list are commented.
3. Hold a review meeting:
a) The meeting shall be conducted when 60% or more of the people summoned to attend;
b) Form of comment: secret ballot or vote;
c) Comment results: Families are proposed to be awarded the title of Cultural family when 60% or more of the members attending the meeting agree.
4. Within 03 working days after receiving the results of the review meeting, the head of the residential area shall compile a dossier as prescribed in Article 8 of this Decree and submit it to the President of the commune-level People's Committee for decision.
5. Within 05 working days from the day on which the valid application is received, the President of the commune-level People's Committee shall decide to award the title of Cultural Family every year (Form 11).
Thus, the consideration and award of the title of Cultural Family in Vietnam is carried out according to the order of the above regulations.
