What are the business conditions for traffic safety inspectors of Vietnam services?
Pursuant to Article 12 of Decree 11/2010/ND-CP (amended by Clause 1, Article 1 of Decree 64/2016/ND-CP) as follows:
"Article 1. Amending and supplementing a number of articles of the Government's Decree No. 11/2010/ND-CP dated February 24, 2010 stipulating the management and protection of road traffic infrastructure
1. To amend and supplement Article 12 as follows:
“Article 12. Conditions for providing traffic safety inspection services
1. Individuals participating in traffic safety verification (hereinafter referred to as verifiers) must have a valid road traffic safety examiner certificate issued by the Directorate for Roads of Vietnam.
2. Individuals holding the title of Head of traffic safety inspection, in addition to satisfying the conditions specified in Clause 1 of this Article, must also satisfy one of the following conditions:
a) Hold the title of project manager of at least 03 road works;
b) Possessing a university or higher degree in road engineering, having worked in road design for at least 07 years;
c) Possessing a university degree or higher, majoring in road traffic in road works and road transport and having at least 10 years of experience in the following fields: Traffic management, transportation road loading, road construction, road maintenance; in which, has participated in handling traffic safety from 03 or more road works.
3. Consulting contractors conducting traffic safety verification must satisfy the following conditions:
a) For projects of national importance, group A and group B projects, there must be at least 10 examiners; in which, there are at least 04 road engineering engineers, 01 road transport engineer and at least 01 person qualified to act as traffic safety inspection manager;
b) For projects of group C and road works in operation, there must be at least 05 examiners; in which, at least 01 road engineering engineer, 01 road transport engineer and at least 01 person eligible to act as traffic safety inspection manager.”.
Pursuant to Clause 1, Article 1 of Decree 64/2016/ND-CP (amended by point a, Clause 2, Article 1 of Decree 125/2018/ND-CP)

Add Article 12a after Article 12 of Decree 11/2010/ND-CP (amended by point a, clause 2, Article 1 of Decree 125/2018/ND-CP)
2. Amending and supplementing a number of contents of Clause 2, Article 1
a) Amend Article 12a as follows:
“Article 12a. Conditions of business establishments providing training services for road traffic safety inspectors
1. An organization established in accordance with law.
2. About facilities
a) Ensure that the classroom has an area of at least 1.5 m2/classroom, with audio-visual equipment, including: projection screen, projector, computer, amplifier, microphone with speaker;
b) Means and equipment for teaching and learning in the field, at least: 50 reflective vests, 01 reflective meter of signs or road marking paint.
3. About the teaching staff
a) There are a number of permanent lecturers in charge of teaching at least 40% of the topics of the framework program for training road traffic safety inspectors;
b) Standards of lecturers as prescribed in Clause 1, Article 12c of this Decree.”
Thus, the conditions for providing traffic safety inspection services are regulated as above.
What are the stages of traffic safety assessment?
Pursuant to Article 13 of Decree 11/2010/ND-CP stipulating the stages of traffic safety appraisal as follows:
"Article 13. Traffic safety appraisal stages
1. For roads newly built, upgraded or renovated
a) Compulsory traffic safety appraisal is carried out at the stage of technical design or construction drawing design;
b) In addition to the provisions at Point a, Clause 1 of this Article, the person competent to decide on investment shall select traffic safety appraisal at one of the following stages:
- Formulate work construction investment projects or construction economic - technical reports;
- Before putting the road into operation.
2. For road works in operation, traffic safety assessment must be carried out when one of the following cases occurs:
a) Road works have been upgraded or renovated if there is a sudden increase in the number of traffic accidents compared to before the upgrade or renovation;
b) The actual traffic volume increases by more than 30% compared to the design traffic volume of the calculation period;
c) The urbanization has increased by more than 20% compared to the time when the works were put into operation."
Thus, the stages of traffic safety assessment are prescribed as above.
