Salary Schedule for Officials and Public Employees in Wage Reform Starting from July 1, 2024, Will Have Multiple Levels?

According to the spirit of Resolution 27-NQ/TW 2018, the reform content is proposed as follows:

Developing and issuing a new salary schedule system based on the position, title, and leadership position to replace the current salary schedule system for officials and public employees as follows:

- Developing a single leadership salary schedule applicable to officials and public employees holding leadership positions (elected and appointed) within the political system from the Central to the commune level, based on the following principles:

+ The leadership salary level must reflect the hierarchy in the political system; holding a leadership position entitles one to the salary of that position, if a person holds multiple positions, they receive the highest leadership salary; equivalent leadership positions receive the same salary; the salary for the higher-level leadership must be higher than the salary for the lower-level leadership.

+ Defining a leadership salary level for each equivalent position; not categorizing ministries and central authorities, committees, and equivalent at the Central level when developing the leadership salary schedule at the Central level; not distinguishing different leadership salary levels for the same leadership title based on administrative unit classification at the local level but implementing it through allowance policies. The classification of equivalent leadership positions within the political system to design the leadership salary schedule is decided by the Politburo after reporting to the Central Committee.

- Developing a single professional, operational salary schedule based on the official rank and professional title applicable to non-leadership officials and public employees; each official rank and professional title has multiple salary levels based on the following principles:

+ The same complexity level of work, the same salary level; special working conditions and job perks will be implemented through professional allowance policies; reorganize the official ranks and the number of salary levels in the official ranks and professional titles, encouraging officials and public employees to improve their professional and operational qualifications.

+ Appointments to the official rank or professional title must be linked to the job position and the structure of the official rank and professional title managed by the agency, organization, or unit managing the officials and public employees.

At the same time, the National Assembly has passed a Resolution on the socio-economic development plan for 2024, which includes content related to wage reform according to Resolution 27 from July 1, 2024.

Thus, from July 1, 2024, when implementing the wage reform, 02 new salary schedules will be developed for officials and public employees. The salary schedule for officials and public employees will have multiple levels as follows:

- For the salary schedule of officials and public employees holding leadership positions, the salary level must reflect the hierarchy in the political system.

- For the salary schedule of officials and public employees not holding leadership titles, each official rank, professional title of public employee will have multiple salary levels.

Who are Officials?

- Pursuant to the provisions of Clause 1, Article 4 of the Law on Cadres and Civil Servants 2008, officials are defined as Vietnamese citizens, who are elected, ratified, or appointed to positions per term in agencies of the Communist Party of Vietnam, the State, or socio-political organizations at central, provincial, and municipal levels under central authority (hereinafter referred to as provincial level), at district, town, city under provincial authority (hereinafter referred to as district level), included in the payroll and receive salaries from the state budget.

- According to Clause 2, Article 4 of the Law on Cadres and Civil Servants 2008 as amended by Clause 1, Article 1 of the Law on Amendments to the Law on Cadres and Civil Servants and the Law on Public Employees 2019, an official is a Vietnamese citizen recruited, appointed to a rank, position, or title corresponding to a job position in agencies of the Communist Party of Vietnam, the State, or socio-political organizations at central, provincial, and district levels; in agencies, units of the People's Army not being officers, professional soldiers, or defense employees; in agencies, units of the People's Public Security not being officers, non-commissioned officers serving under professional policies, or public security employees, included in the payroll, and receive salaries from the state budget.

What is the Roadmap for Wage Reform Under Resolution 27?

According to Resolution 27-NQ/TW 2018, the wage reform roadmap is set forth as follows:

From 2021 to 2025, and Vision to 2030

For the Public Sector

- From 2021, new unified wage policies apply to officials and public employees, and armed forces throughout the entire political system.

- In 2021, the lowest salary of officials and public employees is equal to the average minimum wage across regions in the enterprise sector.

- Regularly adjust the salary level in line with consumer price index, economic growth, and state budget capability.

- By 2025, the lowest salary of officials and public employees will be higher than the average minimum wage across regions in the enterprise sector.

- By 2030, the lowest salary of officials and public employees will be equal to or higher than the minimum wage in the highest region of the enterprise sector.

For the Enterprise Sector

- From 2021, the state regularly adjusts the regional minimum wage based on recommendations from the National Wage Council. Enterprises implement wage policies based on negotiations and agreements between employers and employees and their collective representatives; the state does not directly intervene in enterprise wage policies.

- Manage labor and wages in state-owned enterprises by cost-based wages linked to business tasks until 2025, and gradually move towards assigning business tasks to enterprises by 2030.
