Salary Table by Job Position from July 01, 2024, Including Allowances Upon Salary Reform?
Are salary tables based on job positions inclusive of allowances?
According to Section 3.1, Subsection 3, Section 2 of Resolution 27-NQ/TW in 2018, the salary table based on job positions is regulated as follows:

b) Develop and issue a new salary system based on job positions, titles, and leadership positions to replace the current salary system; convert old salaries to new ones, ensuring that they are not lower than current salaries, including:

- Develop one professional and occupational salary table according to the grade of officials and job title of public employees applicable to officials and public employees not holding leadership positions; each grade of official, public employee job title has multiple salary levels based on the principle: The same complexity of work equals the same salary; higher than normal working conditions and occupational incentives will be implemented through occupational allowance policies; reorganize the groupings of grades and number of levels in official grades and public employee job titles, encouraging officials and public employees to enhance their professional and occupational skills. The appointment to the official grade or public employee job title must be linked with the job position and the official's grade structure, public employee job title managed by the agencies, organizations, and units managing officials and public employees.

d) Reorganize the current allowance policies, ensuring the total allowance fund does not exceed 30% of the total salary fund
- Continue to apply allowances such as concurrent position allowance; seniority allowance; regional allowance; job responsibility allowance; mobility allowance; security and defense service allowance, and special allowances for armed forces (military, police, cypher).
- Combine occupational preferential allowance, occupational responsibility allowance, and hazardous and dangerous allowance (collectively referred to as occupational allowances) applicable to officials and public employees in professions and jobs with hazardous working conditions and appropriate preferential policies by the State (education and training, health, courts, prosecution, civil judgment enforcement, inspection, examination, audit, customs, forest protection, market management, etc.). Merge special allowances, attraction allowances, and long-term work allowances in areas with especially difficult socio-economic conditions into allowances for working in especially difficult areas.
- Abolish the seniority allowance (except for the military, police, and cypher to ensure salary correlation with officials); leadership position allowance (leadership positions in the political system are implemented through position salaries); party work, socio-political organizations allowance; public service allowance (already included in basic salary); hazardous and dangerous allowance (due to being included in occupational allowances).
Therefore, depending on the subjects, job positions, and occupational titles, officials and public employees, and armed forces will receive different salary allowances. Officials and public employees entitled to specific allowances will be granted those allowances.
When implementing salary reform from July 1, 2024, officials and public employees may still receive various allowances such as concurrent position allowance; seniority allowance; regional allowance; job responsibility allowance; mobility allowance; security and defense service allowance, and special allowances for armed forces (military, police, cypher), as well as allowances for working in especially difficult areas.
Is the salary table based on job positions from July 1, 2024, inclusive of allowances when implementing salary reform?
Will officials and public employees still receive meeting and seminar allowances from July 1, 2024?
In Subsection 4, Section 3 of Resolution 27-NQ/TW in 2018, it is expected to abolish meeting, project, seminar allowances for officials and public employees under the salary reform policy as follows:

Do not link officials’ and public employees’ salary levels to the drafting, amending, and supplementing of policy documents, non-salary policies. Research and prescribe budgeting for non-salary policies (cars, phones, etc.). Only issue new policies when resources for implementation have been allocated and balanced.

Thus, from July 1, 2024, non-salary expenses for officials and public employees will be abolished, including:
- Meeting allowances;
- Allowances for drafting legal documents, projects;
- Seminars.
Therefore, officials and public employees will no longer receive meeting and seminar allowances from July 1, 2024.
Who will be eligible for seniority allowances from July 1, 2024?
