Teacher Salary Scales at All Levels by Job Position with the Implementation of the 2024 Salary Reform under Resolution 27: How Are They Designed?
The National Assembly has voted to pass the Resolution on the state budget estimate for 2024 on the morning of November 10. The Resolution has decided that, starting July 1, 2024, the comprehensive reform of the salary policy will be implemented according to Resolution 27-NQ/TW of 2018.
Resolution 27-NQ/TW of 2018 highlighted the shortcomings of the current salary scales. Specifically, the design of the salary system is not suitable for job positions, titles, and leadership positions; it maintains average standards, does not ensure livelihood, does not promote talent, and does not create motivation to improve the quality and efficiency of workers. The regulation of the statutory pay rate multiplied by the coefficient does not clearly reflect the actual value of the salary.
Resolution 27-NQ/TW of 2018 has agreed to establish a single salary scale for teaching staff based on their specialties and professions according to the rank of official and professional titles for public employees applied universally to officials and public employees not holding leadership positions. Each rank or professional title of public employees will have multiple salary grades according to the following principles:
+ The same level of job complexity will have the same salary;
+ Higher-than-normal working conditions and professional incentives will be implemented through professional allowance policies;
+ Rearrange the group ranks and salary grades within the ranks of officials and professional titles of public employees, encouraging officials and public employees to enhance their expertise and professional skills.
+ The appointment to the rank of official or professional title of public employees must be associated with the job position and the rank structure of officials and professional titles of public employees managed by agencies, organizations, and units for officials and public employees.
Moreover, the teacher salary scale by job position implementing the 2024 salary reform is designed based on the following factors:
- Abolish the statutory pay rate and current salary coefficient, establishing a basic salary with a specific amount in the new salary scale.
- Determine the lowest salary of officials and public employees in the public sector as the salary of those working in positions requiring intermediate-level training (Grade 1), which is not lower than the minimum salary of trained workers in the enterprise sector.
- Expand the wage relationship basis to determine specific salary levels within the salary system, gradually approaching the wage relationships in the enterprise sector in accordance with the State's resources.
- Refine policies for regular salary increases and granting salary increases ahead of schedule for officials and public employees and the armed forces in compliance with the regulations of the new salary scale.
The new teacher salary is designed based on the new salary structure with the tentative formula as follows:
Actual Salary = Basic Salary + Allowances (if any) + Bonuses (if any)
In which:
Basic Salary: accounts for approximately 70% of the total salary fund.
Allowance amounts: account for approximately 30% of the total salary fund.
Bonuses: the bonus fund is approximately 10% of the total annual salary fund, excluding allowances.

Will Public Sector Teachers Receive Professional Allowances with the 2024 Salary Reform?
In line with the spirit of Resolution 27-NQ/TW of 2018, which unifies the following contents on allowances:

- Consolidate professional incentive allowances, professional responsibility allowances, and hazardous, dangerous allowances (collectively referred to as professional allowances) applicable to officials and public employees in professions and jobs with higher-than-normal working conditions and appropriate professional incentive policies of the State (education and training, healthcare, courts, prosecutors, civil execution, inspection, audit, customs, forest protection, market management,...). Combine special allowances, attraction allowances, and long-term work allowances in areas with particularly difficult socio-economic conditions into allowances for work in particularly difficult areas.

Thus, the professional allowance is a new type of allowance formed by consolidating three allowance types: professional incentive allowance, professional responsibility allowance, and hazardous, dangerous allowance. Currently, public sector teachers are receiving professional incentive allowances according to Joint Circular 01/2006/TTLT-BGD&DT-BNV-BTC. Therefore, when the 2024 salary reform is implemented from July 1, 2024, because the professional incentive allowance will have been transformed into the professional allowance, public sector teachers may also receive professional allowances.
Five Allowances to Continue Being Applied from July 1, 2024, for Public Employees with the 2024 Salary Reform?
According to Subsection 3.1 Section II of Resolution 27-NQ/TW of 2018, when the 2024 salary reform is implemented from July 1, 2024, public employees will continue to receive the following five allowances:
+ Concurrent Position Allowance;
+ Seniority Allowance beyond the ceiling;
+ Regional Allowance;
+ Job Responsibility Allowance;
+ Mobility Allowance;
+ Security and Defense Service Allowance for some public employee categories according to Circular 07/2017/TT-BNV.
