Official Pay Scale for Border Guard Officers from July 01, 2024: Which Pay Scale Will Be Applied?
On November 10, the National Assembly passed the Resolution on the state budget estimate for 2024. The Resolution clearly states that from July 1, 2024, a comprehensive wage policy reform will be implemented according to Resolution 27-NQ/TW 2018 of the Seventh Meeting of the 12th Central Committee.
In Resolution 27-NQ/TW 2018, it is clearly stated:
- Develop 3 pay scales for armed forces, including: 1 pay scale for military officers, police officers, non-commissioned officers (based on positions, titles, and military ranks or equivalent ranks); 1 pay scale for professional soldiers, technical experts, and police specialists; and 1 pay scale for national defense workers, police workers (ensuring the wage balance of armed forces compared to administrative officials as current).
The 3 new pay scales for the military from July 1, 2024, will be developed based on job positions, titles, and leadership positions, replacing the current pay scale system; transitioning from the old pay scale to the new one, ensuring it is no lower than the current wage.
- 1 pay scale for military officers, police officers, and non-commissioned officers (based on positions, titles, and military ranks or equivalent ranks).
- 1 pay scale for professional soldiers, technical experts, and police specialists.
- 1 pay scale for national defense workers, police workers (ensuring the wage balance of armed forces compared to administrative officials as current).
Thus, once wage reform is implemented, the salaries of border guard officers will follow the new pay scale and will not apply the current statutory pay rate and coefficient.
At present, there is no draft or official document detailing the contents of the new pay scale upon wage reform.

What Are the Duties of Border Guard Officers in 2023?
According to Article 14 of Vietnam Border Guard Law 2020, the duties of the Border Guard officers are defined as follows:
- Collect information, analyze, evaluate, and forecast the situation to perform duties and propose to the Ministry of Defense, the Communist Party, and the State to promulgate and direct the implementation of policies and laws on border protection.
- Advise the Ministry of Defense on management and protection of national borders, maintaining security, order, and social safety in border areas and border checkpoints, and building the Border Guard force.
- Manage, protect national borders, border markers, boundary signs, border works, and checkpoints; organize inspections of law implementation on border protection.
- Maintain security, order, and social safety; prevent, detect, and combat hostile forces' tactics and methods; fight against crime and legal violations; protect the lawful rights and interests of agencies, organizations, and individuals in border areas and checkpoints as specified by law.
- Control entry and exit at checkpoints managed by the Ministry of Defense and cross-border movement as regulated by law.
- Conduct international cooperation on border protection, border foreign relations; resolve border and checkpoint incidents in accordance with the law.
- Disseminate, educate legal regulations, and mobilize the people to adhere to the policies and laws of the Communist Party and the State.
- Be ready to fight, and combat armed conflicts and invasions in border areas.
- Advise and play a key role in building an all-people border guard posture, an all-people border guard defense posture in border areas; participate in building provincial and district-level defensive areas, and civil defense.
- Receive and use human resources and civilian means to perform tasks as regulated by law.
- Participate in building the grassroots political system, stabilize population arrangements, build infrastructure systems, develop socio-economics, and implement ethnic and religious policies in border areas associated with strengthening national defense and security.
- Participate in prevention, response, and remediation of natural disasters, catastrophes, climate change, epidemics; search, rescue, and salvage in border areas.
Which Forces Currently Carry Out Border Protection Duties?
According to Article 6 of Vietnam Border Guard Law 2020, the forces carrying out border protection duties are defined as follows:

1. Agencies, organizations, and units of the People's Armed Forces in border areas and checkpoints.
2. Leadership, command, and management agencies of agencies, organizations, and units of the People's Armed Forces specified in Clause 1 of this Article.
Thus, according to the above regulations, the forces currently carrying out border protection duties include:
