This morning, October 14, prior to the Sixth Session of the 15th National Assembly, Chairman of the National Assembly Vuong Dinh Hue and the delegation of National Assembly deputies from Hai Phong City met with voters in Do Son District.

At the meeting, Chairman Vuong Dinh Hue stated that salary reform is a significant issue.

While waiting to continue the roadmap for salary policy reform, the National Assembly decided to increase the statutory pay rate to 1.8 million VND from July 1, 2023, to help officials, public employees, and armed forces improve their income and quality of life.

Specifically, at the recent 8th Central Conference, the Central Committee discussed, gave opinions, and decided to implement salary policy reform based on Resolution 27-NQ/TW 2018, which is expected to be implemented from July 1, 2024.

Regarding resources, Chairman of the National Assembly announced:

"To date, we have prepared nearly 500 trillion VND for the task of salary policy reform."

From now until the expected implementation date of July 1, 2024, it is necessary to focus on completing job positions, titles, and work positions as the basis for salary reform.

The Chairman emphasized that salary policy reform is based on the principle that the new salary will not be lower than the current salary. It is expected that after 2024, the salary will increase by 5-7% each year to gradually ensure that the public sector salary is comparable to the salary in the production sector.

From now until the expected implementation date of the salary policy reform roadmap on July 1, 2024, relevant agencies are focusing on completing the draft policy and salary scales.

In comparison to the current salary, the new salary when implementing salary reform will ensure it is not lower.

How is the Specific Roadmap for Salary Reform from 2021 to 2025 and the Vision to 2030 Implemented?

In Resolution 27-NQ/TW 2018, specific targets are set for salary reform from 2021 to 2025 and the vision to 2030 as follows:

* For the Public Sector

- From 2021, apply a unified new salary policy for officials, public employees, and armed forces across the entire political system.

- In 2021, the minimum salary of officials and public employees will be equal to the average minimum salary of various regions in the business sector.

- Periodically increase the salary level in line with the consumer price index, economic growth, and the state budget’s capability.

- By 2025, the minimum salary of officials and public employees will be higher than the average minimum salary of various regions in the business sector.

- By 2030, the minimum salary of officials and public employees will be equal to or higher than the minimum salary of the highest region in the business sector.

* For the Business Sector

- From 2021, the State periodically adjusts the regional minimum wage based on the recommendations of the National Wage Council. Enterprises will implement salary policies based on the negotiations and agreements between employers and employees and their representatives; the State will not directly intervene in the salary policy of enterprises.

- Manage labor and salary in state-owned enterprises according to the method of wage expense allocation linked to the business tasks of the enterprise until 2025. Move towards task-based business production delegation by 2030.

What Are the Factors for Constructing the New Salary Scale According to Resolution 27?

According to point c, clause 3.1, section II of Resolution 27-NQ/TW 2018, there are 05 main factors for constructing the new salary scale as follows:

- Abolish the statutory pay rate and current salary coefficient, and construct a base salary in specific monetary amounts in the new salary scale.

- Implement unified labor contract policies under the Labor Code (or service provision contracts) for those performing clerical and support tasks (requiring sub-college training levels), not applying the salary scale for officials and public employees to these subjects.

- Determine the minimum salary of officials and public employees in the public sector as the salary for jobs requiring sub-college training (grade 1) not lower than the minimum salary of trained labor in the business sector.

- Expand the salary relations base to determine specific salary levels in the salary scale system, gradually approaching the salary relations in the business sector in line with the State's resources.
