Salary of Professional Officers in Performing Arts and Cinema under Current Regulations

How are the salary coefficients of public employees specializing in performing arts and cinema regulated?

Pursuant to the provisions of Clause 1, Article 13 of Circular 10/2022/TT-BVHTTDL on the salary arrangement for public employees specializing in performing arts and cinema as follows:

Salary Arrangement

1. The professional titles of public employees specializing in performing arts and cinema specified in this Circular shall apply Table 3 (Professional, occupational salary table for cadres, public employees in State public service providers) issued together with Decree No. 204/2004/ND-CP dated December 14, 2004, by the Government of Vietnam on salary policies for officials and public employees and armed forces. Specifically:

a) For the professional title of Artistic Director:

- The professional title of Artistic Director Grade I shall apply the salary grade of public employees type A3, group 1 (A3.1) with a salary coefficient from 6.20 to 8.00;

- The professional title of Artistic Director Grade II shall apply the salary grade of public employees type A2, group 1 (A2.1) with a salary coefficient from 4.40 to 6.78;

- The professional title of Artistic Director Grade III shall apply the salary grade of public employees type A1 with a salary coefficient from 2.34 to 4.98;

- The professional title of Artistic Director Grade IV shall apply the salary grade of public employees type B with a salary coefficient from 1.86 to 4.06.

b) For the professional title of Actor:

- The professional title of Actor Grade I shall apply the salary grade of public employees type A3, group 1 (A3.1) with a salary coefficient from 6.20 to 8.00;

- The professional title of Actor Grade II shall apply the salary grade of public employees type A2, group 2 (A2.2) with a salary coefficient from 4.0 to 6.38;

- The professional title of Actor Grade III shall apply the salary grade of public employees type A1 with a salary coefficient from 2.34 to 4.98;

- The professional title of Actor Grade IV shall apply the salary grade of public employees type B with a salary coefficient from 1.86 to 4.06.

The salary coefficients of the professional titles specializing in performing arts and cinema are as follows:

Professional title Artistic Director Grade I: salary coefficient from 6.2 to 8.0

Professional title Artistic Director Grade II: salary coefficient from 4.4 to 6.78

Professional title Artistic Director Grade III: salary coefficient from 2.34 to 4.98

Professional title Artistic Director Grade IV: salary coefficient from 1.86 to 4.06.

Professional title Actor Grade I: salary coefficient from 6.2 to 8.0

Professional title Actor Grade II: salary coefficient from 4.0 to 6.78

Professional title Actor Grade III: salary coefficient from 2.34 to 4.98

Professional title Actor Grade IV: salary coefficient from 1.86 to 4.06.

Based on Article 12 of Circular 10/2022/TT-BVHTTDL which stipulates the principles of arranging the professional titles for public employees specializing in performing arts and cinema as follows:

- The appointment and salary arrangement into professional titles of public employees specializing in performing arts and cinema specified in this Circular must be based on the job position, responsibilities, duties, and professional qualifications handling by the public employee.

- When appointing and arranging salaries into the professional titles of public employees specializing in performing arts and cinema, there shall be no combination of salary grade or professional title promotion for public employees.

What is the salary of public employees with professional titles in performing arts and cinema?

Based on Clause 1 and Clause 2, Article 3 of Decree 38/2019/ND-CP which stipulates as follows:

Statutory Pay Rate

1. The statutory pay rate is used as a basis to:

a) Calculate the salary in the salary tables, allowances, and implement other policies as prescribed by law for the subjects specified in Article 2 of this Decree;

...

2. From July 1, 2019, the statutory pay rate is 1,490,000 VND/month.

Based on the above regulations, the salary of public employees with professional titles in performing arts and cinema will be determined based on a statutory pay rate of 1,490,000 VND and the corresponding salary coefficient.

Therefore, the salary of public employees holding professional titles in performing arts and cinema is:

- Professional title Artistic Director Grade I and Professional title Actor Grade I: salary from 9,238,000 VND/month to 11,920,000 VND/month.

- Professional title Artistic Director Grade II: salary from 6,556,000 VND/month to 10,102,200 VND/month.

- Professional title Actor Grade II: salary from 5,960,000 VND/month to 10,102,200 VND/month.

- Professional title Artistic Director Grade III and Professional title Actor Grade III: salary from 3,486,600 VND/month to 7,420,200 VND/month

- Professional title Artistic Director Grade IV and Professional title Actor Grade IV: salary from 2,771,400 VND/month to 6,049,400 VND/month.

Circular 10/2022/TT-BVHTTDL takes effect from December 15, 2022.
