On the morning of November 10, the National Assembly passed the resolution on the 2024 state budget estimate, according to which, from July 1, 2024, a comprehensive wage policy reform will be implemented.

For central government agencies and administrative units implementing special financial management and income mechanisms:

From January 1, 2024, to June 30, 2024: The monthly salary and additional income of officials calculated according to the statutory pay rate of VND 1.8 million/month under the special mechanism shall not exceed the salary and additional income enjoyed in December 2023 (excluding portions of salary and additional income adjustments due to the rank and grade salary adjustment when upgrading in 2024).

If based on the above principle, the salary and additional income for 2024 according to the special mechanism is lower than the salary according to general regulations, then only the general salary policies shall be implemented to ensure rights.

On the morning of November 7, the National Assembly questioned the internal, judicial fields under the responsibility of the Minister of Home Affairs, the Minister of Public Security, the Chief Justice of the Supreme People's Court, the Chief Procurator of the Supreme People's Procuracy, the Inspector General of the Government of Vietnam, the Auditor General of the State.

Responding to the deputies, Minister of Home Affairs Pham Thi Thanh Tra stated:

"At this time, we have completed the job position list. For administrative organizing agencies, there are 866 positions, public service providers have 615 positions, and communal-level officials have 17 positions. In the leadership positions, there is Conclusion No. 35 of the Politburo, including a total of 232 positions from central to communal levels," the Minister informed.

According to the Minister, from 2016 until now, basically, the ministries, central authorities, and local authorities have implemented job position establishment, but have not completed and ensured it fully, scientifically, or fundamentally.
