Based on Article 6 of Circular 29/2022/TT-BLDTBXH, the duties and powers of a public drug rehabilitation facility include:
- Organizing drug rehabilitation for individuals subjected to compulsory drug rehabilitation measures at the facility:
+ Developing and implementing the drug rehabilitation process as per legal regulations for compulsorily rehabilitated individuals, and the process for providing drug rehabilitation services for voluntarily rehabilitating individuals;
+ Receiving and classifying subjects; counseling, and developing rehabilitation plans for drug addicts;
+ Organizing detoxification, detox treatments, mental disorder treatments, treatments for other illnesses, supporting the recovery of physical, mental health, and other functions for drug addicts;
+ Implementing educational, counseling, therapy, and behavioral rehabilitation activities for drug addicts;
+ Organizing therapeutic labor activities, vocational training, or collaborating with qualified centers or facilities to organize cultural, vocational training for drug addicts as per the law, in conjunction with implementing employment projects, poverty reduction programs, other socio-economic programs suitable for the local economic structure; orienting occupations for individuals after rehabilitation to find jobs, create employment, and adapt to social life upon returning to the community;
+ Organizing cultural classes for individuals subjected to compulsory drug rehabilitation measures as per the Ministry of Education and Training's regulations;
+ Connecting, counseling, propagating, and motivating post-rehabilitation individuals to participate in post-rehabilitation management programs to receive livelihood and other social support; guiding and counseling families of post-rehabilitation individuals on managing and educating them at home and in the community;
+ Evaluating the implementation results of rehabilitation plans based on objectives; assessing the physical and mental health status of drug addicts; equipping them with necessary knowledge and skills to reintegrate into the community.
- Managing drug addicts during the time when the dossier for compulsory drug rehabilitation is being prepared:
+ Receiving and managing drug addicts during the time when the dossier for compulsory drug rehabilitation measures is being prepared;
+ Organizing withdrawal syndrome treatment, mental disorder treatment, and other illnesses;
+ Implementing educational, counseling activities for individuals during the dossier preparation time for compulsory drug rehabilitation measures.
- Implementing addiction status assessment upon request from the agency preparing the dossier for compulsory drug rehabilitation measures.
- Providing drug rehabilitation services to voluntarily rehabilitating individuals:
+ Receiving, classifying, and counseling to develop drug rehabilitation plans according to procedures and services at the facility;
+ Implementing tasks of addiction status determination, drug rehabilitation at the facility and in the community;
+ Connecting, providing support, technical advice on drug rehabilitation to units, facilities offering drug rehabilitation services at home, and community; collaborating with relevant agencies to propagate and motivate drug users and addicts to participate in appropriate intervention, treatment, and rehabilitation programs.
- Consulting on post-rehabilitation management measures at the residence, prevention measures, anti-relapse policies, and community reintegration support; connecting and counseling community support services for post-rehabilitation individuals.
- Managing, caring for, and counseling treatments for drug addicts with HIV/AIDS; providing information, education, communication, and implementing HIV/AIDS infection prevention measures at the facility.
- Sending public employees and facility workers for training and professional knowledge enhancement regarding drug addiction status determination and rehabilitation; collaborating with relevant agencies, organizations, and individuals to train and update professional knowledge about counseling, drug rehabilitation for those involved in drug rehabilitation work at home and in the community per the authorized local authorities' regulations.
- Collaborating with domestic and international agencies, organizations, and individuals in research, participating in research, and organizing experimental models and methods for treatment, rehabilitation, behavioral, and personality recovery for drug addicts and labor-related activities as per the law.
- Organizing management, environmental protection at the drug rehabilitation facility, and stationed area; integrating environmental protection tasks with the programs, plans, and activities of the rehabilitation facility; conducting epidemic prevention and control work at the facility as per regulations.
- Leading, collaborating with local relevant agencies to organize management, protection, maintenance of order and safety at the facility and the stationed area; preventing and controlling drug infiltration into the facility.
- Implementing statistical, reporting policies; building, aggregating, and providing drug rehabilitation information and database as per the law.
- Managing human resources, finance, and assets according to decentralization and legal regulations.
- Organizing and providing daily life services for drug addicts and activities visiting family members of drug addicts.
- Performing other duties and powers assigned by the Director of the Department of Labor, War Invalids and Social Affairs, and the Chairman of the Provincial People's Committee.

Regulations and rules at a public drug rehabilitation facility
1. The director of the public drug rehabilitation facility is responsible for developing and implementing the following regulations and rules:
a) Regulations of the public drug rehabilitation facility according to Form No. 01 in Appendix I of this Circular;
b) Management regulations, evaluation, assessment, classification of study, rehabilitation results, and rewards, discipline for drug addicts at the public drug rehabilitation facility according to Form No. 02 in Appendix I of this Circular;
c) Rules on visiting, receiving, sending letters, receiving money, gifts, and communication of drug addicts at the public drug rehabilitation facility according to Form No. 03 in Appendix I of this Circular.
As per the above regulations, the director of the public drug rehabilitation facility is responsible for developing and implementing the regulations and rules at the facility.

- Organizing drug rehabilitation for individuals subjected to compulsory drug rehabilitation measures under the Law on Handling Administrative Violations, individuals aged 12 to under 18 subjected to compulsory drug rehabilitation measures.
- Managing drug addicts during the dossier preparation time for compulsory drug rehabilitation measures as per regulations.
- Providing drug rehabilitation services for voluntarily rehabilitating drug addicts.
- Implementing drug addiction status determination.
