What are the rights and obligations of individuals awarded the "Artist of Merit" title in Vietnam?
According to Article 6 of Decree 61/2024/ND-CP, the rights and obligations of individuals awarded the "Artist of Merit" title include:
- Individuals are awarded a badge, certificate from the President, prize money, and other benefits according to the law.
- Individuals are obligated to preserve the awarded item; continue creative work in culture and the arts to produce many valuable films, programs, plays, performances, and cultural works serving the People.
What are the criteria for awarding the "Artist of Merit" title in Vietnam?
According to Article 8 of Decree 61/2024/ND-CP, the criteria for awarding the "Artist of Merit" title include the following standards:
The title "Artist of Merit" is awarded to individuals specified in Clause 2, Article 2 of Decree 61/2024/ND-CP who meet the following standards:
(1) Loyalty to the Fatherland; compliance with the guidelines of the Communist Party, policies, and laws of the State; regulations, rules, and conventions of the agency, organization, and locality.
(2) Possessing good ethical qualities, exemplary in life, dedicated to the profession; having outstanding artistic talent in the cultural and art categories honored; having professional reputation; having a spirit of serving the people, recognized and admired by colleagues and the People.
(3) Having continuously or cumulatively worked professionally in the field of culture and the arts for at least 15 years, or 10 years for circus and dance arts.
(4) Meeting one of the following criteria:
- Having at least 02 national Gold Awards, including 01 individual national Gold Award.
National Gold Awards of individuals or of films, programs, plays, performances, etc., are converted to individual achievements as specified in Appendix II attached to Decree 61/2024/ND-CP.
International awards of individuals or of films, programs, plays, performances, etc., are reviewed and documented in writing by the specialized agencies of the Ministry of Culture, Sports and Tourism for conversion to individual achievements as specified in Appendix II attached to Decree 61/2024/ND-CP.
- Having at least 01 national Gold Award and 02 national Silver Awards, including 01 individual national Gold Award.
National Gold Awards of individuals or of films, programs, plays, performances, etc., are converted to individual achievements as specified in Appendix II attached to Decree 61/2024/ND-CP.
International awards of individuals or of films, programs, plays, performances, etc., are reviewed and documented in writing by the specialized agencies of the Ministry of Culture, Sports and Tourism for conversion to individual achievements as specified in Appendix II attached to Decree 61/2024/ND-CP.
The conversion rate of national Silver Awards of individuals or of films, programs, plays, performances, etc., is calculated similarly to that of national Gold Awards.
- In case there is no individual national Gold Award, there must be at least 03 national Gold Awards converted to the individual as specified in Appendix II attached to Decree 61/2024/ND-CP.
National Gold Awards of individuals or of films, programs, plays, performances, etc., are converted to individual achievements as specified in Appendix II attached to Decree 61/2024/ND-CP.
International awards of individuals or of films, programs, plays, performances, etc., are reviewed and documented in writing by the specialized agencies of the Ministry of Culture, Sports and Tourism for conversion to individual achievements as specified in Appendix II attached to Decree 61/2024/ND-CP.
- Having at least 02 national Gold Awards for musical or photographic works.
National Gold Awards for musical or photographic works are converted according to the rates specified in Appendix II attached to Decree 61/2024/ND-CP.
International awards for musical or photographic works are reviewed and documented in writing by the specialized agencies of the Ministry of Culture, Sports and Tourism for conversion to individual achievements as specified in Appendix II attached to Decree 61/2024/ND-CP.
- Having remarkable contributions and outstanding artistic talent, not meeting the criteria specified at points a, b, or c of Clause 4, Article 8 of Decree 61/2024/ND-CP but discussed and agreed upon by the Councils to submit to the Prime Minister for consideration and decision for one of the following specific cases:
Individuals are elderly as defined in Article 2 of the Elderly Law 2009; have 10 more years of professional art activity than specified in Clause 3, Article 8 of Decree 61/2024/ND-CP; have made outstanding contributions in the honored art categories, especially during the national defense years;
Individuals have 10 more years of professional art activity than specified in Clause 3, Article 8 of Decree 61/2024/ND-CP; have made outstanding contributions in the honored art categories; are still actively participating in professional art performances serving the political activities at the provincial, municipal, ministerial, and national levels;
Individuals have 10 more years of professional art activity than specified in Clause 3, Article 8 of Decree 61/2024/ND-CP; have made outstanding contributions in the honored art categories; are still actively participating in professional art performances in symphonic music, ballet, operatic music;
Individuals are teachers or lecturers of professional cultural, artistic training schools; have directly trained at least 03 students of which at least 02 students have won Gold Awards and 01 student has won a Silver Award at national or international art competitions (international awards of students are reviewed and documented in writing by the specialized agency of the Ministry of Culture, Sports and Tourism for conversion to achievements for teachers or lecturers), are still actively participating in professional art performance activities and have made significant outstanding contributions in the honored art categories, or have 10 more years of professional art activity than specified in Clause 3, Article 8 of Decree 61/2024/ND-CP, have made significant outstanding contributions in the honored art categories, and are still actively participating in professional art performance activities serving the political activities at the provincial, municipal, ministerial, and national levels.
