Duties of the Ministry of Public Security in the implementation of Scheme 06 in the last months of 2023
Based on Announcement 238/TB-VPCP 2023, the Ministry of Public Security has the following duties in the implementation of Scheme 06 in the last months of 2023:
- Lead and cooperate with other ministries, sectors, and localities in integrating, verifying, and displaying personal information and documents on the VNeID application, gradually replacing the provision of personal documents in transactions and administrative procedures. Continue to improve the VNeID application, diversify utilities, and promote it so that citizens can conveniently use it.
- Review and evaluate the implementation of interlinked public service software, address existing issues, ensure seamless connectivity, update, and synchronize the status of records with the local administrative procedures resolution system. Completion before June 30, 2023.
- Guide ministries, agencies, and localities in exploiting and exporting public data shared by the National Population Database with the ministerial and provincial Administrative Procedures Resolution Information Systems, ensuring proper authority, scope of data exploitation, and compliance with personal data protection regulations. Completion before July 31, 2023.

Duties of the Ministry of Justice in the implementation of Scheme 06 in the last months of 2023
Based on Announcement 238/TB-VPCP 2023, to effectively implement Scheme 06 in the last months of 2023, the Ministry of Justice has the following duties:
- As the standing member of the Prime Minister's Working Group of the Government of Vietnam on reviewing legal normative documents, cooperate with the Ministry of Information and Communications to guide ministries and agencies in reviewing, identifying legal normative documents that need immediate adjustment after the amended Law on E-Transactions is passed.
- Promptly advise and propose Programs and Plans to amend and supplement the mentioned legal normative documents, ensuring the transition from traditional working methods to the electronic environment. Completion by August 2023.
Duties of the Ministry of Information and Communications in the implementation of Scheme 06 in the last months of 2023
Based on Announcement 238/TB-VPCP 2023, to effectively implement Scheme 06 in the last months of 2023, the Ministry of Information and Communications has the following duties:
- Urgently complete the Information and Communications Infrastructure Planning for the period 2021-2030, with a vision to 2050, present to the Prime Minister the Government of Vietnam in July 2023 as a legal basis for the construction, management, and operation of the National Data Center.
- Urgently complete the Decree defining the list of national databases, and the construction, updating, maintenance, exploitation, and use of national databases, present to the Government of Vietnam in July 2023.
- Lead and cooperate with the Ministry of Justice, Ministry of Finance, Ministry of Planning and Investment, and relevant agencies to research and propose to the Government of Vietnam amendments and supplements to Decree 73/2019/ND-CP on investment management in applying information technology using state budget funds under simplified procedures, including new mechanisms and policies on investment, and hiring IT services for digital transformation. Completion by July 2023.
- Lead and cooperate with the Ministry of Finance, Ministry of Planning and Investment to establish a Task Force to resolve investment difficulties in applying information technology.
- Lead and cooperate with the Ministry of Public Security and relevant ministries and agencies to review, assess security, safety, and information security, and announce the quality of platforms and information systems of ministries, sectors, and localities.
- Update and issue the Vietnam E-Government Architecture Framework (version 3.0) in September 2023; strictly guide and appraise the construction of e-Government architecture of ministries, sectors, and localities to ensure it is compatible and synchronized with the Vietnam E-Government Architecture Framework (version 3.0). Completion by December 2023.
- Guide, assess, and announce the quality of platforms, information systems, software, public service portals, and the administrative procedures resolution information system of ministries, sectors, and localities, and issue norms, unit prices, and costs for building the aforementioned systems for ministries, sectors, and localities to reference and choose. Completion by September 2023.
- Lead and cooperate with the Ministry of Public Security, Ministry of Home Affairs, and the Government Office of Vietnam to develop training manuals for improving digital skills for officials and public employees, and workers of state administrative agencies at all levels. Completion by September 2023.
