Responsibilities of National Railway Infrastructure Trading Enterprises in Signal Connection
According to the provisions in Clause 1, Article 11 of Circular 28/2018/TT-BGTVT, the responsibilities of national railway infrastructure trading enterprises and dedicated railway owners in signal connection are as follows:
- Design and install signal connection cables from the control cabinets of traffic signal lights on roads at rail crossings under their management, operation, and use to the connection box (if any) or to the control cabinet of road traffic signal lights;
- Coordinate with the agency managing road traffic signal lights to carry out signal connection; negotiate signal connection as prescribed in Appendix I of Circular 28/2018/TT-BGTVT;
- Ensure that the road signal lights at rail crossings operate in accordance with technical requirements and as prescribed in Article 4 of Circular 28/2018/TT-BGTVT;
- In the event of a malfunction or damage to the road signal lights at the rail crossings under their management that affects signal connection, promptly notify and cooperate with traffic management forces to ensure safety at the crossing and limit traffic congestion;
- Develop, issue, and implement policies for inspection and maintenance of the signal connection system within their management scope to ensure that devices operate according to technical requirements and regulations of Circular 28/2018/TT-BGTVT;
- Develop plans for construction and maintenance of signal connection systems within their management scope, submit these plans for approval by authorized entities as per the regulations;
- Compile and archive the signal connection records within their management scope.

Responsibilities of National Railway Infrastructure Trading Enterprises in Providing Guard Support Information
According to the provisions in Clause 2, Article 11 of Circular 28/2018/TT-BGTVT, the responsibilities of national railway infrastructure trading enterprises in providing guard support information are as follows:
- Provide guard support information and install equipment to serve as guards as prescribed by this Circular;
- Guide and train skills on railway traffic safety; instruct the skills of receiving information and using guard support equipment for guards;
- Post relevant information of the guards (name, phone number, address) and the guarding time at the nearest train dispatch room providing guard support information;
- Develop plans for the construction, provision, and maintenance of guard equipment within their management scope, submit these plans for approval by authorized entities as per the regulations;
- Conduct annual or extraordinary reviews and provide specific lists of names, addresses, and contact information of organizations assigned to provide guard support information to the local government where the railway passes through, as per the delegation and authorization of the provincial People's Committee.
Penalties for National Railway Infrastructure Trading Enterprises Not Issuing Policies for Signal Connection System Inspection and Maintenance
According to the provisions in Clause 3, Article 39 of Decree 100/2019/ND-CP, it is stipulated as follows:
Penalties for Violations of Signal System Installation, Equipment at Level Crossings, Common Bridges; Connection of Road Traffic Signal Lights with Signal Lights on Roads at Level Crossings, Common Bridges; Providing Guard Support Information at Road-Rail Intersections

3. A fine ranging from 8,000,000 VND to 10,000,000 VND will be imposed on entities assigned to manage, operate, and maintain road traffic infrastructure, national railway infrastructure trading enterprises, entities assigned to manage and maintain national railway infrastructure, dedicated railway owners for one of the following violations:
a) Failure to install, incorrectly installing, inadequately installing, or not maintaining normal operation of signal systems, equipment at level crossings, common bridges, and failure to organize implementation of the prescribed guarding measures;
b) Failure to promptly notify, not cooperating with traffic management forces to ensure traffic safety at level crossings when road signal lights at level crossings under their management malfunction or become damaged;
c) Failure to issue policies for inspection and maintenance of the signal connection system within their management scope as per regulations;
d) Failure to develop plans for the construction and maintenance of signal connection system projects and equipment within their management scope as per regulations.
Based on these provisions, national railway infrastructure trading enterprises that fail to issue policies for the inspection and maintenance of the signal connection system within their management scope as per regulations can be subject to administrative fines ranging from 8,000,000 VND to 10,000,000 VND.
