Regarding the purposes and principles of urban classification, according to Clause 1, Article 1 of Resolution 26/2022/UBTVQH15 of Vietnam, there are the following provisions:
Purpose, principles of urban classification
1. Urban classification aims to establish the basis for urban quality assessment; to organize, arrange, manage and develop the urban system, the inner city, inner city, suburban, suburban, township, planned district and ward areas; reflect the right level of urban development and urbanization; serve as a basis for urban development planning, construction, management and policy making; attract investment, improve the quality and living conditions of urban areas.
2. Urban classification is done on the basis of national urban and rural system planning, provincial planning, urban planning and urban development programs at all levels to manage urban development, preserve appropriate to each stage of socio-economic development.
3. Urban areas, areas expected to form urban centers, areas to be established districts and wards under urban planning and construction investment meeting the criteria and standards of any kind of urban areas shall be classified as urban areas. , assess the level of urban infrastructure development according to the provisions of the corresponding urban type.
4. Classification of urban areas for areas to be formed urban areas, assessment of standards on the level of urban infrastructure development for areas to be established districts, wards are one of the bases for consider establishing, merging, dividing, adjusting the boundaries of urban administrative units, and arranging administrative units. The scope of urban classification and assessment of the recognized level of urban infrastructure development must coincide with the proposed scope of establishment and adjustment of urban administrative units.
5. Urban classification is applied by region, by specific factors and by the scoring method. The urban classification score is the total score achieved by the urban classification criteria.
And Resolution 26/2022/UBTVQH15 of Vietnam takes effect from January 1, 2023. Thus, from January 1, 2023, the urban classification will be carried out according to the above principles.

Has the method of urban classification changed by region?
Pursuant to Clause 2, Article 1 of Resolution 26/2022/UBTVQH15 of Vietnam amending and supplementing Article 9 of Resolution 1210/2016/UBTVQH13 on urban classification.
According to that, if in the old Resolution, the criteria for urban classification are applied to the whole country. According to the new regulations in Resolution 26/2022/UBTVQH15 of Vietnam, urban classification is changed based on regions and specific factors.
For each different region, the corresponding urban classification criteria are applied as follows:
+ For urban areas in the Red River Delta and Southeast region, the criteria and criteria for urban classification shall comply with regulations applicable to the corresponding urban type;
+ In urban areas in the Northern Midlands and Mountains, and in the Central Highlands, the minimum level of criteria of population size criterion is 60% of the prescribed level; the minimum level of the urban population density standard is equal to 50% of the prescribed level; other criteria comply with regulations for the respective urban type;
+ For urban areas in the North Central Coast and Central Coast, the minimum level of standards of the population size criterion is 80% of the prescribed level; the minimum level of the urban population density standard is 70% of the prescribed level; other criteria comply with regulations for the respective urban type;
+ For urban areas in the Mekong River Delta, the minimum level of criteria of population size criterion is 70% of the prescribed level; the minimum level of the urban population density standard is equal to 50% of the prescribed level; other criteria shall comply with regulations for the respective urban type.
Classification of urban areas which have specific elements?
Pursuant to Clause 2, Article 1 of Resolution 26/2022/UBTVQH15 of Vietnam amending and supplementing Article 9 of Resolution 1210/2016/UBTVQH13 on urban classification. The new regulation has added the urban classification principle for urban areas with specific elements: The evaluation of standards in Table 1A, standard 3 in Table 1B, standard 1 in Section II.1 of Table 5A in Annex 1 of Resolution 26/2022/UBTVQH15 of Vietnam shall comply with regulations applicable to the respective urban type; The remaining criteria and criteria for urban classification are applied as follows:
+ For urban areas with national borders, the minimum level of criteria of population size criteria and population density criteria is 50% of the prescribed level; the minimum level of other standards is equal to 70% of the prescribed level of the corresponding urban type;
+ For urban areas on islands, the minimum level of standards of population size criteria, population density criteria, ratio of non-agricultural workers and standard groups of structure and development level socio-economic conditions equal to 20% of the prescribed level; the minimum level of standards of the criteria of the level of infrastructure development and urban architecture and landscape is equal to 50% of the prescribed level of the corresponding urban type;
For urban areas of class III, IV and V on the list of administrative units identified by competent authorities as mountainous or highland, the minimum level of standards of population size, population density equal to 50% of the prescribed level of the corresponding urban type, the minimum level of other standards is equal to 70% of the prescribed level of the corresponding urban type;
+ If the area expected to form a class-V urban center is the administrative center of a district in an area with extremely difficult socio-economic conditions, the minimum level of standards on architecture and urban landscape of the criteria for infrastructure development and urban architecture and landscape is 70% of the prescribed level; the minimum level of other standards is equal to 50% of the prescribed level of the corresponding urban type;
+ Areas for which urban centers and urban centers are planned to be formed in order to preserve and promote the unique values of the ancient capital and tangible cultural heritage has been approved by the United Nations Educational, Scientific and Cultural Organization (UNESCO), population density criteria are not considered; the standards on architecture and urban landscape of the criteria of infrastructure development level and urban architecture and landscape comply with regulations applicable to the respective urban type; the minimum level of other standards is equal to 50% of the prescribed level of the corresponding urban type.
Resolution 26/2022/UBTVQH15 of Vietnam takes effect from January 1, 2023.
