How is the number of people working in leadership and management positions in preschool education facilities regulated from December 16, 2023?
According to Article 4 of Circular 19/2023/TT-BGDDT which regulates the staffing levels for leadership and management positions:
- Principal: Each public preschool education facility is allocated 01 principal.
- Vice Principal: The number of vice principals is regulated according to the number of deputy levels specified in Decree 120/2020/ND-CP.

What are the staffing levels in preschool education facilities from December 16, 2023?
According to Clause 1, Article 5 of Circular 19/2023/TT-BGDDT, the regulations for the number of staff in preschool education facilities are as follows:
- For child groups:
For every 15 children from 3 months to 12 months old; 20 children from 13 months to 24 months old; 25 children from 25 months to 36 months old, a maximum of 2.5 teachers per child group is allocated.
- For kindergarten classes:
For every 25 children from 3 to 4 years old; 30 children from 4 to 5 years old; 35 children from 5 to 6 years old, a maximum of 2.2 teachers per class is allocated.
- Preschool education facilities that do not have sufficient numbers of children for allocation according to child groups or kindergarten classes stipulated in Point a, Point b, Clause 1, Article 5 of Circular 19/2023/TT-BGDDT or after arranging child groups, kindergarten classes as per Point a, Point b, Clause 1, Article 5 of Circular 19/2023/TT-BGDDT still have remaining children, the staffing level for preschool teachers will be calculated based on the average number of children by age of each child group, kindergarten class as follows: Every 06 children from 3 to 12 months old or 08 children from 13 to 24 months old or 10 children from 25 to 36 months old; 11 children from 3 to 4 years old or 14 children from 4 to 5 years old or 16 children from 5 to 6 years old, an additional 1.0 teacher is allocated.
- For mixed child groups and kindergarten classes according to the Preschool Education Regulation, the staffing level is allocated as per Point a, Point b, Clause 1, Article 5 of Circular 19/2023/TT-BGDDT.
- For small schools with just one child group or one kindergarten class that do not have sufficient children for allocation as per child groups or kindergarten classes stipulated in Point a, Point b, Clause 1, Article 5 of Circular 19/2023/TT-BGDDT, 2.0 teachers per child group or kindergarten class are allocated.

a) Comply with the policies, guidelines of the Communist Party, laws of the State, and the regulations of the sector and locality on preschool education;
b) Love the profession, love children; be patient, know how to control emotions; have a high sense of responsibility; possess the necessary knowledge and skills; have pedagogical capabilities suitable to task requirements;
c) Regularly cultivate ethics, preserve the qualities, honor, and reputation of teachers; be exemplary, treat children fairly and respect their dignity; protect the legitimate rights and interests of children; unite, support, and assist colleagues;
d) Strictly perform regulations on teacher ethics; behavior, interaction, and attire codes.

In addition to the standards of professional ethics for grade III preschool teachers, grade II preschool teachers must always exemplarily adhere to regulations on teacher ethics

2. Standards of professional ethics
In addition to the standards of professional ethics for grade II preschool teachers, grade I preschool teachers must be exemplary models of teacher ethics and motivate, assist colleagues in adhering to teacher ethics.
Circular 01/2021/TT-BGDDT specifies separate professional ethics standards for each professional title. However, Clause 1, Article 1 of Circular 08/2023/TT-BGDDT stipulates:
Amendment and supplementation of some articles of Circular 01/2021/TT-BGDDT dated February 2, 2021, of the Ministry of Education and Training on the code, standards of professional titles, and appointment, salary ranking for public employees teaching in public preschool education institutions
1. Add Article 2a after Article 2 as follows:
“Article 2a. Standards of professional ethics
1. Comply with the policies, guidelines of the Communist Party, laws of the State, and the regulations of the sector and locality on preschool education.
2. Regularly cultivate ethics, enhance the sense of responsibility, preserve the qualities, honor, and reputation of teachers; be exemplary before children.
3. Love the profession, love children; know how to manage emotions; treat children fairly and with respect; protect the legitimate rights and interests of children; unite and assist colleagues.
4. Strictly adhere to the general responsibility and obligation regulations of public employees and regulations of the Ministry of Education and Training on teacher ethics.
As per the above regulations, Circular 08/2023/TT-BGDDT has unified the regulations on professional ethics standards for preschool teacher professional titles.
Circular 19/2023/TT-BGDDT takes effect from October 16, 2023.
