What are the current principles for adjusting the average electricity price?

Based on the provisions of Article 3 Decision 24/2017/QD-TTg regarding the mechanism for adjusting the average retail electricity price issued by the Prime Minister of the Government of Vietnam as follows:

Principles for adjusting the average retail electricity price

1. Annually, after checking the production and business costs of electricity of Vietnam Electricity (EVN), the average electricity price is considered and adjusted according to the objective fluctuations in input indicators in all stages (power generation, power transmission, distribution – retail, sector management, and auxiliary services) compared to the indicators used to determine the current average electricity price.

2. Within the year, the average electricity price is adjusted when the basic input indicators in the power generation stage fluctuate compared to the indicators used to determine the current average electricity price.

3. When the input indicators specified in Clauses 1 and 2 of this Article fluctuate, causing the average electricity price to decrease compared to the current average electricity price, the electricity price will be adjusted downwards.

4. When the input indicators specified in Clauses 1 and 2 of this Article fluctuate, causing the average electricity price to increase by 3% or more compared to the current average electricity price, the electricity price is allowed to be adjusted upwards.

5. The minimum time for adjusting the average electricity price is 06 months from the most recent price adjustment.

6. Vietnam Electricity (EVN) is authorized to adjust the average electricity price within the price bracket stipulated by the Prime Minister of the Government of Vietnam.

If the calculated average retail electricity price is 10% or higher than the current average retail price or exceeds the price bracket or affects the macroeconomic situation, the Ministry of Industry and Trade shall coordinate with the Ministry of Finance to review, inspect, and report to the Prime Minister of the Government of Vietnam for consideration and opinion on adjusting the average retail electricity price. If necessary, the Ministry of Industry and Trade shall coordinate with the Ministry of Finance to report to the Price Management Steering Committee before reporting to the Prime Minister of the Government of Vietnam.

7. The adjustment of the average retail electricity price must be conducted openly and transparently.

Thus, the adjustment of the average electricity price currently follows the 07 principles mentioned above.

What are the regulations on normal hours, peak hours, and off-peak hours of electricity according to Circular 16/2014/TT-BCT?

Based on the provisions of Clause 1, Article 5 Circular 16/2014/TT-BCT as follows:

Electricity prices based on the time of usage during the day

1. The usage time of electricity during the day is regulated as follows:

a) Normal hours:

- Includes weekdays from Monday to Saturday:

+ From 04:00 to 09:30 (5 hours and 30 minutes);

+ From 11:30 to 17:00 (5 hours and 30 minutes);

+ From 20:00 to 22:00 (2 hours).

- Sundays:

From 04:00 to 22:00 (18 hours).

b) Peak hours:

- Includes weekdays from Monday to Saturday:

+ From 09:30 to 11:30 (2 hours);

+ From 17:00 to 20:00 (3 hours).

- Sundays: no peak hours.

c) Off-peak hours:

All days of the week: from 22:00 to 04:00 the next morning (6 hours).

Thus, the usage time of electricity during the day is regulated as follows:

The subjects that apply the electricity price according to the usage time during the day include:

- Electricity buyers using for production, business, and service purposes supplied through dedicated transformers of 25 kVA or more or with average electricity consumption for three consecutive months of 2,000 kWh/month or more;- Retail electricity units in industrial zones, industrial clusters;- Units purchasing electricity for retail outside of residential purposes in commercial - service - residential complexes.

What are the peak hours for electricity?

Based on the provisions of Clause 1, Article 5 Circular 16/2014/TT-BCT as follows:

- Includes weekdays from Monday to Saturday:

+ From 09:30 to 11:30 (2 hours);

Thus, according to the provisions mentioned above, peak hours for electricity do not apply to Sundays. For weekdays from Monday to Saturday, the peak hours are as follows:

- From 09:30 to 11:30 (2 hours);- From 17:00 to 20:00 (3 hours).
