(1) Fee payers: organizations, households and individuals when they are granted certificates of land use rights and ownership of houses and properties by a competent State agency.

(2) Fee collection organization: Ninh Thuan Land Registration Office.

(3) Objects exempt from fees:

+ Poor households, people with meritorious services to the revolution, ethnic minorities in communes and villages with extremely difficult socio-economic conditions.

+ Individuals and households in villages and neighborhoods when adjusting land documents after merging villages and neighborhoods.”

(4) Fees collection

(a) Issuance of Certificates for households and individuals

- In the wards of Phan Rang - Thap Cham city:

+ Issuance of certificates of land use rights and ownership of houses and other land-attached assets:

* In case of new issue: 80,000 VND/paper.

* In case of re-issuance (including re-issuance of Certificate due to lack of space for certification), replacement or additional certification to the Certificate: 20,000 VND/paper.

+ In case the Certificate is issued to households or individuals, only the right to use land (no houses or other assets attached to the land):

* In case of new issue: 25,000 VND/paper.

* In case of re-issuance (including re-issuance of Certificate due to lack of space for certification), replacement or additional certification to the Certificate: 20,000 VND/paper.

+ Certificate of registration of changes in land: 15,000 VND / 1 time.

+ Extracts from cadastral maps, documents and data of cadastral dossiers: 10,000 VND/time.

- In other areas: equal to 50% of the tax rate applicable to households and individuals in the wards of Phan Rang - Thap Cham city.

(b) Issuance of a Certificate to an organization

- Issuance of certificates of land use rights and ownership of houses and other land-attached assets:

+ In case of new issue: 400,000 VND/paper.

+ In case of re-issuance (including re-issuance of Certificate due to lack of space for certification), replacement or additional certification to the Certificate: 40,000 VND/paper.

- In case the Certificate is issued to an organization that has only the right to use land (no houses and other assets attached to the land):

+ In case of new issue: 100,000 VND/paper.

+ In case of re-issuance (including re-issuance of Certificate due to lack of space for certification), replacement or additional certification to the Certificate: 40,000 VND/paper.

- Certificate of registration of changes in land: 20,000 VND/time.

- Extracts from cadastral maps, documents and data of cadastral records: 20,000 VND/time.

The source of expenses for fee collection activities shall be arranged by the State budget in the estimate of the fee-collecting agency according to the regime and norms of state budget expenditure in accordance with law.

According to Article 101 of the Land Law 2013, the issuance of certificates of land use rights and ownership of houses and other land-attached assets to households and individuals currently using land without documents on land use rights and ownership of houses and other land-attached assets. land use rights as follows:

- Households and individuals that are using land before the effective date of this Law without the papers specified in Article 100 of this Law, have permanent residence in the locality and directly engage in agricultural production. , forestry, aquaculture, and salt making in areas with difficult socio-economic conditions, and areas with extremely difficult socio-economic conditions, which are now identified by the People's Committees of communes where the land is located. If a person is recognized as a stable and undisputed land user, he/she shall be granted a certificate of land use rights and ownership of houses and other land-attached assets and shall not be required to pay land use levy.

- Households and individuals currently using land do not have the papers specified in Article 100 of this Law, but the land has been used stably since before July 1, 2004 and has not violated the land law. The land is now certified by the People's Committee of the commune as undisputed land, in accordance with the land use planning, urban construction detailed planning, and rural residential area construction planning approved by the State agency. If the planning authority has the authority to approve, the certificate of land use rights and ownership of houses and other land-attached assets will be granted.

- The Government shall detail this Article.
