"Article 11. Nominations
Nominations apply in the following cases:

2- At the party congress, official party members, temporary party members and reserve members all have the right to nominate official party members of the party committee or branch to be elected as a delegate to the party congress or to be elected to their own committees.
3- At the congress of delegates, delegates officially nominate party members who are delegates and official party members who are not delegates of their own party congress to be elected to the party committee; nominate an official delegate of their congress to be elected as a delegate to the party congress.
4- A member of the Executive Committee nominates another member of the Executive Committee to be elected to the standing committee at the meeting of the Executive Committee; nominate members of the standing committee to be elected as secretary or deputy secretary (except for the cases specified in Article 13 of this Regulation).
5- A member of the Central Committee nominates another member of the Central Committee to be elected to the Politburo, the Secretariat, and the Central Commission for Inspection; nominate Politburo members to be elected as General Secretary (except for the cases specified in Article 13 of this Regulation).
6. The Executive Committee member nominates another Executive Committee member to be elected as a member of the Inspection Committee; nominate a member of the inspection committee to be elected as the chairman of the inspection committee (except for the cases specified in Article 13 of this Regulation).
7. A member of the inspection committee nominates another member of the inspection committee to be elected as the deputy chair of the inspection committee.

Pursuant to the provisions of Article 12 of the Election Regulations within the Party promulgated together with Decision 244-QD/TW in 2014, the procedures for nominating Party members are:

"Article 12. Nomination procedure
1- At the Party members' congress, party members nominate official party members of their own party organizations by direct or written nomination form to the presidium of the congress. At the grassroots congress of delegates, the nomination of an official party member who is not an official delegate of the congress to be elected to the party committee is in writing, with the consent of the nominee.
2- At the congress of delegates at the district level and equivalent or higher, the official delegate of the congress nominates the party members who are delegates and the official party members who are not the delegates of the party congress of their own level to be elected to the party committee; nominate an official delegate of their congress to be elected as a delegate to the superior party congress.
When an official delegate of the congress nominates a party member who is not a delegate of the congress to be elected to the party committee, he/she must nominate him in writing with his/her dossier in accordance with regulations and must obtain the consent of the nominee. written nomination.

Pursuant to the provisions of Articles 13 and 14 of the Election Regulations in the Party promulgated together with Decision 244-QD/TW in 2014:

"Article 13. The self nomination and nomination of members, standing members, Politburo members, members of the Secretariat
1- The level of committee members convening the congress may not nominate personnel outside the list nominated by the committee; may not stand for election and receive nomination if his/her name is not on the committee's list of nominations.
2- At meetings of the executive committee, members of the standing committee may not nominate personnel outside the list nominated by the standing committee at the level of the committee; may not stand for election and receive nominations if his/her name is not on the list of nominations of the standing committee of the Party Committee.
3- At meetings of the Central Committee, Politburo members and Secretariat members are not allowed to nominate personnel outside the list nominated by the Politburo; may not stand for election and receive nominations if his/her name is not on the Politburo's list of nominations.
Article 14. To self nominate, nominate as a delegate to the immediate superior party congress 
1- At the congress of party members, only official party members can stand for election at their own congress to be elected as a delegate to the superior party congress. Official party members, temporary living party members and reserve party members have the right to nominate official party members to be elected by the congress as delegates to the superior congress. 
2- At the congress of delegates, only official delegates can stand for election, nominate official delegates at their own congresses for the congress to elect a delegate to the superior party congress. 
3. The Presidium of the congress nominates personnel to be convened by the party committee to convene the congress to prepare for election by the congress to be a delegate to the superior party congress."
