Reduction of Fees for Reissuance and Renewal of Driver's Licenses from December 01, 2023?

On October 16, 2023, the Ministry of Finance issued Circular 63/2023/TT-BTC revising and supplementing several Circulars regulating fees to encourage the use of online public services. Specifically, Circular 37/2023/TT-BTC is amended as follows:

Amend and supplement Article 3 of Circular 37/2023/TT-BTC dated June 07, 2023, of the Minister of Finance stipulating the collection, policies, submission, management, and use of driver's license examination fees; fees for issuing licenses, certificates for operating various types of vehicles, and registration, issuance of specialized vehicle plates.

Amend and supplement Article 3 as follows:

“Article 3. Fee rates

1. Fees for driver's license examinations; fees for issuing licenses, certificates to operate various types of vehicles, and fees for registration, issuance of specialized vehicle plates are prescribed in the Fee Schedule issued with this Circular.

2. In cases where organizations or individuals submit applications for new issuance, reissuance, renewal of driver's licenses (both national and international) online:

a) From December 01, 2023, to December 31, 2025, the fee rate applied is 115,000 VND/time of issuance.

b) From January 01, 2026, onwards, the fee rate specified in the Fee Schedule issued with this Circular shall apply.”

Therefore, according to Circular 37/2023/TT-BTC, the fee for reissuance or renewal of driver's licenses (both national and international) is 135,000 VND per issuance, applicable from August 01, 2023.

However, according to the new regulations amended in Article 8 of Circular 63/2023/TT-BTC, the reissuance or renewal fee for driver's licenses issued online will be reduced to 115,000 VND per issuance, applicable from December 01, 2023, to December 31, 2025.

From January 01, 2026, onwards, the fee rate specified in the Fee Schedule issued with Circular 37/2023/TT-BTC shall apply.

Who is eligible for driver's license renewal?

Pursuant to Article 37 of Circular 12/2017/TT-BGTVT as amended by point a, clause 6, Article 2 of Circular 01/2021/TT-BGTVT, the following individuals are eligible for driver's license renewal:

- Vietnamese citizens and foreigners trained, examined, and issued driver's licenses in Vietnam.- Individuals with driver's licenses issued by the transport sector that are damaged.- Vietnamese citizens and foreigners permanently residing in Vietnam with a Vietnamese driver's license converted from a foreign driver's license, upon expiry, are eligible for renewal.- Individuals with valid military driver's licenses upon leaving military service (retirement, discharge, job transfer, retirement, termination of labor contract in defense enterprises), if needed, are eligible for driver's license renewal.- Police officers with driver's licenses issued by the police sector after July 31, 1995, still valid upon retirement or leaving the police force, if needed, are eligible for driver's license renewal.- Individuals with motorcycle driver's licenses issued by the police sector before August 01, 1995, that are damaged and have their names in the registry are eligible for a new driver's license.- Foreigners residing, working, studying in Vietnam with diplomatic ID, public service ID, temporary residence card, residence card, residence permit, permanent residence card valid for 3 months or more, with a national driver's license still valid, if needed, are eligible for conversion to a corresponding Vietnamese driver's license.- Foreign tourists driving foreign-registered vehicles into Vietnam with a national driver's license still valid, if needed, are eligible for conversion to a corresponding Vietnamese driver's license.- Vietnamese citizens (holding Vietnamese nationality) while residing, studying, working abroad who were issued a national driver's license abroad still valid, if needed, are eligible for conversion to a corresponding Vietnamese driver's license.

What documents are required for renewing a driver's license issued by the transport sector?

According to Article 38 of Circular 12/2017/TT-BGTVT as amended by clause 7, Article 2 of Circular 01/2021/TT-BGTVT, the documents required for renewing a driver's license issued by the transport sector include:

- An application form for renewing a driver's license as per the template specified in Appendix 19 issued with Circular 12/2017/TT-BGTVT.- A health certificate issued by a competent medical institution as per regulations, except in the case of renewing A1, A2, A3-class driver's licenses.- Copies of the driver's license, national ID card/CCCD/Passport still valid (with the national ID/CCCD number stated for Vietnamese citizens).
