What is the recruitment quota for officials in 2023 by the Ministry of Justice?
On June 15, 2023, the Ministry of Justice issued Announcement 2448/TB-BTP for recruiting officials in 2023 according to Decree 140/2017/ND-CP.
The Ministry of Justice is recruiting for 23 official positions at 11 agencies, including:
- Department of Criminal and Administrative Law.- Office of the Ministry.- Department of International Law.- Department of Legal Dissemination and Education.- Department of International Cooperation.- Department of Personnel Organization.- Department of Judicial Assistance.- Department of State Compensation.- Department of Adoption.- Department of National Registration of Secured Transactions.- Department of Administrative Violation Management and Law Implementation Monitoring.
What are the form and content of the 2023 official recruitment by the Ministry of Justice?
In Subsection 1, Section III of Announcement 2448/TB-BTP in 2023, the form and content of the 2023 official recruitment by the Ministry of Justice are stipulated as follows:
- Recruitment form: Recruitment is conducted through a review process.- Review content: The recruitment review is conducted in two rounds:
+ Round 1: Check the qualifications of applicants against the job position requirements. If eligible, the applicants are allowed to proceed to Round 2.+ Round 2: Interview to assess the professional qualifications, knowledge, and task execution skills of applicants as per the job position requirements.
In this round, for one position in International Legal Cooperation at the Department of International Cooperation, part of the interview will be conducted in Spanish; for one position in Foreign Related Adoption at the Department of Adoption, and one position in Training and Reskilling Officials at the Department of Personnel Organization, part of the interview will be conducted in English.
- Interview duration: 30 minutes (candidates have up to 15 minutes of preparation time before the interview).
Interview scores are graded on a 100-point scale, and there will be no re-evaluation of interview results.
Accordingly, in Subsection 2, Section III of Announcement 2448/TB-BTP in 2023, the criteria for determining successful candidates are stipulated.
The criteria for determining successful candidates in the official recruitment review process are implemented according to Article 12 of Decree No. 138/2020/ND-CP of November 27, 2020, by the Government of Vietnam regarding recruitment, utilization, and management of officials.
In cases where two or more candidates have equal scores for the final position, the candidate with the higher interview score in Round 2 will be selected; if the interview scores in Round 2 are equal, the candidate with the higher education level at the time of application will be selected; if education levels are equal, the candidate with higher individual awards as stipulated in section I.3 of this plan will be selected; if individual awards are equal, the candidate with a higher graduation rank will be selected; if graduation ranks are equal, the candidate with a higher overall academic average will be selected; if still undetermined, the Minister of Justice will decide the successful candidate.
Unsuccessful candidates in the official recruitment review process will not have their results carried over to subsequent recruitment reviews.

What are the required documents and the deadline for applying for official recruitment in 2023 by the Ministry of Justice?
According to Section IV of Announcement 2448/TB-BTP in 2023, the required documents for applying for official recruitment by the Ministry of Justice in 2023 include:
- Application form;- Copies of diplomas and transcripts as required by the job position, certified by competent authorities. Foreign language diplomas and transcripts must be accompanied by certified Vietnamese translations by competent authorities.
In cases where foreign education qualifications do not clearly state the grades (Good, Excellent, etc.), additional documents proving the applicant’s academic performance (e.g., evaluation sheets, confirmation letters from the institution) must be submitted;
- Awards, certificates verified by competent authorities proving individual achievements during high school or university, meeting the requirements of Clause 1, Article 2 Decree 140/2017/ND-CP;- Certificates proving the applicant belongs to a preferential recruitment category (if any) certified by competent authorities;- 03 stamped envelopes with the recipient's name, address, and contact phone number.
