Vietnam: What does the application for the recruitment of professional servicemen, defense workers, and public defense employees include?
Based on Article 17 of Circular 241/2017/TT-BQP, the application for the recruitment of professional servicemen, defense workers, and public defense employees includes:
- An application for recruitment of professional servicemen or defense workers or public defense employees according to Form No. 2 in the Appendix issued with Circular 241/2017/TT-BQP.
- A self-narrative résumé according to Form No. 3 in the Appendix issued with Circular 241/2017/TT-BQP, certified by the People's Committee of the commune, ward, commune-level town of permanent residence within 30 days, counting from the submission date.
- A copy of the birth certificate.
- A copy of official diplomas, technical certificates, professional qualifications, and transcripts of the entire course. In case the diplomas and transcripts are issued by foreign training institutions, they must be translated into Vietnamese and certified by competent authorities according to the law.
- A health certificate issued by a competent medical authority within 30 days, counting from the submission date.
- Four (4) 4cm x 6cm colored photos.
For officials and public employees currently working in state agencies and organizations, in addition to the above documents, the following documents must be supplemented:
- An official résumé certified by the agency or organization where they work.
- An evaluation document on the work process and the opinion on work transfer from the head of the management authority of officials and public employees.
- Copies of the decisions on salary arrangements and salary upgrades by the competent authority.
- A copy of the social insurance book certified by the competent authority.

What are the steps and procedures for the recruitment of professional servicemen, defense workers, and public defense employees in Vietnam?
Based on Article 23 of Circular 241/2017/TT-BQP, the steps and procedures for the recruitment of professional servicemen, defense workers, and public defense employees are as follows:
- From the regimental, brigade level, and equivalent upward:
Notify the agencies and units under their authority and publicly post the information at the workplace about the target audience, conditions, standards, unit quotas for recruitment, dossier, deadline, and location for receiving the application of candidates.
- Eligible and qualified candidates with aspirations shall prepare one application as prescribed in Article 17 of Circular 241/2017/TT-BQP and send it to the agency or unit at the regimental, brigade level, and equivalent or affiliated unit of the Ministry of Defense.
- At least 07 working days before the selection organization, the agency or unit at the regimental, brigade level, and equivalent must prepare a list of eligible candidates and publicly post the list at the workplace. They must review and report to their direct superior in writing to the unit affiliated with the Ministry of Defense.
- The unit affiliated with the Ministry of Defense shall receive the report request from the direct subordinate unit and the recruitment applications from each candidate; organize selection or examination according to Article 18 or Article 19 of Circular 241/2017/TT-BQP.
Within 15 days from the date of receiving the report results from the Recruitment Council, the leadership of the unit affiliated with the Ministry of Defense must review, approve, and report in writing to the Ministry of Defense.
- The Military Personnel Department is responsible for receiving the report request from the unit affiliated with the Ministry of Defense; checking the target audience, conditions, standards, and verifying salary classification. Consolidate and report to the Chief of General Staff for submission to the Minister of Defense for decision.
- After receiving the decision from the Minister of Defense on the recruitment of professional servicemen, defense workers, and public defense employees, within 15 days, the leadership of the unit affiliated with the Ministry of Defense must:
+ Notify in writing the recruited individual about the reporting time at the agency, unit for the task assignment, and declare the professional servicemen', defense workers', and public defense employees' background for management; organize the announcement and hand over the recruitment decision to the recruited individual.
In case the recruited individual does not report for duty or violates the discipline, or the law being sanctioned from a warning or higher, report to the Minister of Defense to cancel the recruitment decision.
+ Organize training, and providing military knowledge for the recruited professional servicemen, defense workers, and public defense employees. At the end of the training, the military knowledge training course director shall decide the assignment and use of personnel according to the management decentralization.
