On July 13, 2023, the Prime Minister of Vietnam signed to issue Official Dispatch 644/CD-TTg of 2023, requiring ministries, branches and localities to rectify, increase responsibility and improve efficiency of procedural administrative procedure reform, promptly remove problems and difficulties for people and businesses.
In recent years, the Government and the Prime Minister of Vietnam have issued many documents regulating administrative procedure control and directing administrative procedure reform associated with national digital transformation.
Advantage:
+ We have reduced and simplified many administrative procedures, gradually innovated the implementation of administrative procedures according to the one-stop shop mechanism, and promoted the settlement of administrative procedures in the electronic environment. ;
+ Cut costs and time for people and businesses, contributing to promoting the country's socio-economic development.
Some limitations still exist:
+ The reform of administrative procedures in some ministries, branches and localities is still formal and not highly effective.
+ Policy response to practical social requirements is still slow, administrative procedures in some fields are still barriers to production and business activities, especially for import-export enterprises.
Vietnam: What is the task of the Chairperson of the Provincial People's Committee in reforming administrative procedures, improving efficiency, and removing difficulties for people and businesses?
To overcome shortcomings and limitations, increase responsibility and improve the efficiency of administrative procedure reform, and promptly remove obstacles and difficulties for people and businesses, the Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities within the scope of assigned functions and tasks, focus on synchronous implementation, effectively and decisively the following specific tasks in Official Dispatch 644/CD-TTg in 2023:
+ Strictly implement impact assessment, give opinions, evaluate and verify administrative procedure regulations in requests to develop law and ordinance projects; draft legal documents, which resolutely promulgate and maintain only truly necessary administrative procedures, with low compliance costs.
+ Timely, fully and accurately announce and publicize administrative procedures on the National Database on Administrative Procedures so that officials, civil servants, people and businesses can know, implement and supervise implementation. On a monthly basis, make complete statistics on newly issued, amended, supplemented or abolished administrative procedures to strictly control the promulgation and implementation of administrative procedures.
+ Innovate the implementation of administrative procedures according to the one-stop mechanism, one-stop shop and in the electronic environment; Implement the digitization of records, results of administrative procedures and connect and share data between information systems, national databases, specialized databases, Principality Service Portal Participate in handling administrative procedures.
+ Implement process restructuring of administrative procedures and public services that have been integrated on the National Public Service Portal and the information system for handling administrative procedures at ministerial and provincial levels to further simplify Processes, procedures, and citizen documents according to authority and submitted to competent authorities for consideration and decision to ensure substance and effectiveness; Completed in September 2023.

+ Thoroughly and decisively handle feedback and recommendations from people and businesses on mechanisms, policies, and administrative procedures, to respond promptly to the demands of real life. In the immediate future, ministries and ministerial-level agencies will focus on thoroughly handling 396 feedback and recommendations in Section IX of Resolution 97/NQ-CP of the Government in 2023.
+ Effectively implement the Plan to review and simplify internal administrative procedures in the state administrative system for the period 2022-2025, ensuring the goal of reducing and simplifying at least 20% of administrative procedures internal policies and cut compliance costs by at least 20%.
+ Ensuring resources for administrative procedure reform, focusing on selecting good officials and civil servants to meet work requirements in specialized agencies for secondment or conscription work at specialized agencies. The unit controls administrative procedures to carry out tasks assigned by the Government and Prime Minister.

Official Dispatch 644/CD-TTg of 2023 of the Prime Minister of Vietnam requires:
* Ministers of Industry and Trade, Transport, Planning and Investment, Home Affairs, Finance, Natural Resources and Environment
Accelerate the progress of reviewing and submitting to the Prime Minister a plan to reduce and simplify 59 priority groups of internal administrative procedures according to Decision 1085/QD-TTg in 2022 of the Prime Minister; completed in August 2023; ensure completion of targets assigned by the Prime Minister of Vietnam.
* Minister of Justice
Organize the implementation of assigned tasks in Directive 23/CT-TTg of 2023 of the Prime Minister on promoting the reform of administrative procedures for issuing judicial record cards to create convenience for people and businesses; Strictly appraise administrative procedure regulations in projects and draft legal documents; Inspect and handle legal documents containing administrative procedures beyond authority.
* Minister of Finance
Urgently complete and report to the Prime Minister to consider and decide on the promulgation of a Decree stipulating the management mechanism, methods, order, and procedures for quality inspection and food safety inspection for imported goods, ensuring reform contents in Decision 38/QD-TTg of 2021 of the Prime Minister; submit to the Government a Decree regulating the connection and sharing of information in the fields of export, import, transit of goods, exit, transit of people and vehicles according to the National Single Window; Completed in July 2023.
* Minister of Home Affairs
- Strengthen the implementation of inspection and examination of public services according to assigned functions and tasks, focusing on inspecting the implementation of guiding documents of the Government and the Prime Minister on administrative reform in a number of ministries, branches and localities. At the same time, urge and guide the implementation of this work at ministries, branches and localities to ensure substance, efficiency, discipline and administrative discipline.
- As the standing agency for administrative reform, the Ministry of Home Affairs presides and coordinates with the Government Office, relevant ministries and agencies to establish administrative reform inspection teams at ministries, branches and localities to promptly review, rectify and handle according to authority; In case of exceeding the authority, report to the competent authority for consideration and handling according to the provisions of law.

* Goverment office
Urge ministries, branches and localities to strictly implement this Official Telegram, ensuring the implementation of targets assigned by the Government and the Prime Minister in an effective and practical manner; On a monthly basis, summarize the situation and results of implementation at ministries, branches and localities and report to the Government and Prime Minister.
Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and centrally-run cities shall thoroughly organize and strictly implement this Official Dispatch to each agency, organizations, officials and civil servants within the scope of management functions; Periodically before the 20th of every month, there will be a report sent to the Government Office to synthesize and report to the Government and Prime Minister.
