Decision No. 838/QD-BNV 2023 on Form and Content Regulations for Electronic Cards for Officials and Public Employees

On October 25, 2023, the Ministry of Home Affairs issued Decision No. 838/QD-BNV 2023 promulgating technical regulations for electronic cards for officials and public employees.

According to Clause 2, Article 2 of Decision No. 838/QD-BNV 2023, the form and content of electronic cards for officials and public employees are regulated as follows:

Front Side:

- Image of the National Emblem, Logo: The National Emblem is printed according to regulations (mandatory for administrative units) or a logo/symbol for other units.- Name of Managing Agency: Name of ministries, provincial level, equivalent agencies, or superior agencies of the direct employing unit.- Name of Employing Unit: Name of the agency, organization, direct unit utilizing officials and public employees.- Personal Information: Portrait photo (as per regulations); full name; title, position, job role of the official or public employee.- Chip Symbol: To differentiate electronic cards (chip) from regular official and public employee cards.- Card Numbering Structure: [Ministry, sector, locality code] + [CCCD Number] + [Type]

+ [Ministry, sector, locality code] is stipulated in Decision 20/2020/QD-TTg on electronic identification codes for agencies and organizations for data connection and sharing with ministries, sectors, and localities;+ [CCCD Number]: Citizen Identification Number;+ [Type] is coded as: "CB" - Official; "CC" - Public employee; "VC" - Employee; "XA" - Commune-level official/public employee; "XA0" - Non-professional operating at commune level; "HD" - Employment contract, others.

- QR Code: (maximum length of QR Code is 130 characters with dimensions 12x12 mm), containing basic information, separated by " " character, including:+ Random card number: Maximum length of 4 characters (letters and numbers);+ Full name: Maximum length of 25 characters, in Vietnamese format;+ Date of Birth: Maximum length of 10 characters, in DD/MM/YYYY format (date/month/year);+ Gender: Maximum length of 3 characters, in Vietnamese format;+ Citizen Identification Number: Maximum length of 12 characters, numerical format;+ Code of the current unit: Maximum length of 9 characters, alphanumeric format;+ Name of managing agency: Maximum length of 30 characters, in Vietnamese format;+ Position, title, job role: Maximum length of 17 characters, in Vietnamese format;+ Link (URL) to check information, status of the card (active, locked, revoked, expired, etc.): Maximum length of 20 characters, alphanumeric format.

- Double Stripe: Corresponding to administrative level hierarchy: 1) Red stripe: Managers at Department and Directorate level (and equivalent); 2) Dark blue stripe: Public employees (including commune-level officials); 3) Light green stripe: Non-professional operators at commune level, labor contracts, and other categories.

Back Side:

- Dark Red Background: Printed with the National Emblem in yellow according to regulations.- Name of Ministry, Sector, Locality: In yellow.- Information of Intermediary Payment Organization, Credit Institution: (if applicable).

General Regulations for Electronic Cards for Officials and Public Employees

According to Clause 1, Article 2 of Decision No. 838/QD-BNV 2023, the general regulations for electronic cards for officials and public employees are as follows:

- Electronic Cards for Officials and Public Employees: This card is equipped with an electronic device (RFID chip), containing basic personal information as well as details related to the agency, unit of work, position, title, job role of the officials and public employees.

The card is issued to officials and public employees in government administrative agencies, public service providers for use in official activities, performing duties; entering, traveling, presenting, controlling working hours at agencies, offices; supporting paperwork reduction, etc. Based on necessity, officials and public employees can utilize additional conveniences of the card for daily life and services, which promote office modernization, enhance responsibility awareness, official work communication culture, and improve state management of officials, public duties, administrative reform; digital transformation, gradually establishing digital officials and public employees, constructing a digital Government of Vietnam, digital governance, and smart cities.

- Information on the Card and Stored in the Chip: Extracted from the National Database on Officials and Public Employees in state agencies.

- Ministry of Home Affairs Management: The Ministry of Home Affairs manages technical standards of card blanks and the electronic card database; Ministries, sectors, and localities manage card blanks, electronic cards (including card retrieval, locking), and organize blank printing; personalizing, printing cards for issuance and replacement for officials and public employees under their jurisdiction.

- Technical and Management Requirements: Ministries, sectors, and localities choose relevant technical regulations in this Decision and other regulations to apply to laborers, non-professional operators at commune level, and other categories; they may expand card functions (integrating banking services, social insurance card, health insurance card, entry control, electronic timekeeping, etc.) according to practical needs.

Responsibilities of the Ministry of Home Affairs in Implementing the Decision on Regulations for Electronic Cards for Officials and Public Employees

According to Clause 1, Article 3 of Decision No. 838/QD-BNV 2023 on the implementation of regulations for electronic cards for officials and public employees, the Ministry of Home Affairs has the following responsibilities:

- Information Technology Center:+ Guide implementation, evaluate technical standards of electronic card blanks ensuring they meet technical requirements for personalization and printing cards.+ Provide technical support, consult technology solutions; develop software for data collection, card personalization, card verification, etc.; build card databases, connect with the Ministry of Home Affairs' electronic portal.

- Public Employee - Official Department:+ Monitor and urge the implementation of this Decision.+ Urge updating the National Database on Officials and Public Employees, ensuring it is "Accurate - Comprehensive - Clean - Live" to serve as a basis for information extraction for personalizing and printing electronic cards for officials and public employees.

- Inspectorate:+ Inspect, check the management, usage, and policies for electronic and regular cards for officials and public employees of ministries, sectors, and localities.
