Criteria for Rating the Quality of State Audit Officials as Having Successfully Completed Tasks
Based on the provisions in Article 5 of the Regulation issued along with Decision 1368/QD-KTNN 2023, the criteria for rating the quality of officials as having successfully completed tasks are as follows:
Officials without leadership or management positions who meet all of the following criteria will be rated as having successfully completed tasks:
- Properly adhere to the regulations in Article 3 of the Regulation issued along with Decision 1368/QD-KTNN 2023, specifically:
+ Political ideology
+ Ethics, lifestyle
+ Work style, conduct
+ Sense of organizational discipline
+ Results of performing duties assigned to officials and public employees, laborers without leadership or management positions:
- Complete 100% of tasks according to legal provisions, the specified plan, or the assigned specific tasks on schedule, ensuring quality and efficiency;
- For officials participating in audits: In the evaluation year, 100% of audits must rate the team members at “Pass” or higher, with at least one audit rating the team members at “Average.”
Officials holding leadership positions at the department level and equivalent, division level and equivalent; Heads (Deputy Heads) of audit teams, or audit group leaders who meet all of the following criteria will be rated as having successfully completed tasks:
- Properly adhere to the regulations in Article 3 of the Regulation issued along with Decision 1368/QD-KTNN 2023, specifically:
+ Political ideology
+ Ethics, lifestyle
+ Work style, conduct
+ Sense of organizational discipline
+ Results of performing duties assigned to officials holding leadership positions at department level and equivalent; officials and public employees holding leadership positions at division level and equivalent; Heads (Deputy Heads) of audit teams, or audit group leaders
- Criteria for task completion as prescribed by law, the specified plan, or assigned specific tasks must all be completed on schedule, ensuring quality and efficiency;
- Lead, direct, and manage units, divisions, audit teams, or areas of work under responsibility to complete 100% of the targets and tasks, with at least 80% completed on schedule, ensuring quality;
- 100% of divisions under direct management and responsibility must be evaluated as completing tasks satisfactorily or higher;
- For officials participating in audits: In the evaluation year, 100% of audit teams (groups, team members) must rate at “Pass” or higher, with at least one audit rating the team members at “Average.”
Decision 1368/QD-KTNN specifies the latest quality rating criteria for state audit officials.
Criteria for Rating the Quality of State Audit Officials as Having Completed Tasks Excellently
Based on the provisions in Article 4 of the Regulation issued along with Decision 1368/QD-KTNN 2023, the criteria for rating the quality of officials as having completed tasks excellently are as follows:
Officials without leadership or management positions who meet all of the following criteria will be rated as having completed tasks excellently:
- Properly adhere to the regulations in Article 3 of the Regulation issued along with Decision 1368/QD-KTNN 2023, specifically:
+ Political ideology
+ Ethics, lifestyle
+ Work style, conduct
+ Sense of organizational discipline
+ Results of performing duties assigned to officials and public employees, laborers without leadership or management positions:
- Complete 100% of tasks according to legal provisions, the specified plan, or the assigned specific tasks ensuring on-schedule, high quality, and efficiency, with at least 50% of tasks completed above the norm;
- For officials participating in audits: In the evaluation year, 100% of audits must rate the team members at “Pass” or higher, with at least one audit rating the team members at “Excellent.”
Officials holding leadership positions at the department level and equivalent, division level and equivalent; Heads (Deputy Heads) of audit teams, or audit group leaders who meet all of the following criteria will be rated as having completed tasks excellently:

Officials without leadership or management positions who meet all of the following criteria will be rated as having completed tasks:
- Meet the criteria specified in Article 3 of the Regulation issued along with Decision 1368/QD-KTNN 2023, specifically:
+ Political ideology
+ Ethics, lifestyle
+ Work style, conduct
+ Sense of organizational discipline
+ Results of performing duties assigned to officials and public employees, laborers without leadership or management positions:
- Criteria for task completion as prescribed by law, the specified plan, or assigned specific tasks must all be completed, with no more than 20% of criteria not ensuring quality, schedule, or being inefficient;
- For officials participating in audits: In the evaluation year, 100% of audits must rate the team members at “Pass.”
Officials holding leadership positions at the department level and equivalent, division level and equivalent; Heads (Deputy Heads) of audit teams, or audit group leaders who meet all of the following criteria will be rated as having completed tasks:
- Meet the criteria specified in Article 3 of the Regulation issued along with Decision 1368/QD-KTNN 2023, specifically:
+ Political ideology
+ Ethics, lifestyle
+ Work style, conduct
+ Sense of organizational discipline
+ Results of performing duties assigned to officials holding leadership positions at department level and equivalent; officials and public employees holding leadership positions at division level and equivalent; Heads (Deputy Heads) of audit teams, or audit group leaders
- Criteria for task completion as prescribed by law, the specified plan, or assigned specific tasks must all be completed, with no more than 20% of criteria not ensuring quality, schedule, or being inefficient;
- Lead, direct, and manage units, divisions, audit teams, or areas of work under responsibility to complete over 70% of the targets and tasks;
- At least 70% of divisions under direct management and responsibility must be evaluated as completing tasks satisfactorily or higher;
- For officials participating in audits: In the evaluation year, 70% of audit teams (groups, team members) must rate at “Pass.”
Criteria for Rating the Quality of State Audit Officials as Having Not Completed Tasks
Based on the provisions in Article 7 of the Regulation issued along with Decision 1368/QD-KTNN 2023, the criteria for rating the quality of officials as having not completed tasks are as follows:
Officials without leadership or management positions with any of the following criteria will be rated as having not completed tasks:
- Exhibiting signs of political, ethical, lifestyle degradation, self-evolution, and self-transformation as evaluated by superior authorities;
- Over 50% of criteria for task completion as prescribed by law, the specified plan, or assigned specific tasks not ensuring quality, schedule, or efficiency;
- Committing acts that result in disciplinary action during the evaluation year;
- For officials participating in audits: In the evaluation year, having one audit rate a team member at “Poor” or needing to amend audit recommendations due to incorrect recommendations.
Officials holding leadership positions at the department level and equivalent, division level and equivalent; Heads (Deputy Heads) of audit teams, or audit group leaders with any of the following criteria will be rated as having not completed tasks:
- Exhibiting signs of political, ethical, lifestyle degradation, self-evolution, and self-transformation as evaluated by superior authorities;
- Over 50% of criteria for task completion as prescribed by law, the specified plan, or assigned specific tasks not ensuring quality, schedule, or efficiency;
- Units, audit teams, or areas of work under responsibility completing less than 50% of the targets and tasks;
- Units, audit teams under direct management and responsibility involved in embezzlement, corruption, wastefulness, and being handled according to legal provisions;
- For officials participating in audits: In the evaluation year, having one audit rate a member (group, team members) at “Poor” or needing to amend audit recommendations due to incorrect recommendations;
- Committing acts that result in disciplinary action during the evaluation year.
