Pursuant to Article 5 of Circular 17/2017/TT-BTTTT stipulating the receipt of dossiers and return of results of administrative procedures through the public postal service as follows:

- The service of receiving and sending documents includes the following stages, unless otherwise agreed by the parties:

+ Tally and compare documents included in the dossier with the list of documents announced by the competent authority; guide representatives of organizations and individuals to fully supplement documents, if the documents included in the dossier are still lacking compared to the list of documents announced by the competent authority.

+ Make a list of documents (specify originals and copies). Postal staff and representatives of organizations and individuals jointly sign for certification.

+ Packing and sealing documents.

+ Collect fees and charges for handling administrative procedures (if any) and issue documents to organizations and individuals.

+ Transport documents to the competent authority.

+ Tally and compare documents included in the dossier with the list of documents specified at Point b, Clause 1, Article 5 of Circular 17/2017/TT-BTTTT.

+ Make a delivery record (specify original documents, copies and other contents). The postal staff and the person receiving the dossier of the competent authority shall jointly sign for certification.

+ Return the collected fees and charges for handling administrative procedures to competent agencies and receive information on the deadline for returning results or an appointment to return results to organizations and individuals (if any).

+ Inform organizations and individuals about the deadline for returning results or issue an appointment letter to return results (if any).

- The result return service includes the following stages, unless otherwise agreed by the parties:

+ Tally and compare the documents included in the dossier with the list of documents paid by the competent authority to the organization or individual. Postal staff and representatives of competent agencies sign and receive the results; sign in the original book as authorized by the organization or individual (if any).

+ Pack and seal the results.

+ Transporting results to organizations and individuals.

+ Request the representative of the organization or individual to present one of the following papers: Identity card, passport, citizen identification card. In case of handing over to the authorized person to receive, the authorized person is requested to present the power of attorney enclosed with the above-said documents.

+ Tally and compare documents included in the dossier with the list of documents that the competent authority has paid to the organization or individual; withdraw the papers at the request of the competent authority (if any). Postal staff and representatives of organizations and individuals sign and receive the results. In case the papers to be recovered are lost, the regulations of the competent authority shall be complied with.

+ Collect fees and charges for handling administrative procedures (if any) and issue documents to organizations and individuals.

+ Return the recovered papers and return the fees and charges for handling administrative procedures to the competent authority (if any).

Pursuant to Article 12 of Circular 17/2017/TT-BTTTT stipulating the responsibilities of Vietnam Post Corporation in providing information on the delivery of dossiers, results, and information on the deadline for returning results as follows: after:

- Inform organizations and individuals about the fact that the application has been distributed to the competent authority written on the application form and the deadline for returning the results;

- Inform the competent authority that the results have been distributed to the organizations and individuals recorded on the application form.

At the same time, the provision of information specified in Clause 1, Article 12 of Circular 17/2017/TT-BTTTT is done in the following forms:

- Freely provided via the online postal locator lookup utility on the website of Vietnam Post Corporation;

- Records, results and information provision in service provision must be eligible for security and safety according to the provisions of the law on post.

- In case the package containing documents and results is damaged or torn, the Vietnam Post Corporation is responsible for inventorying, making a record and wrapping it in accordance with the service's requirements.

- Specialized packaging for storing dossiers and results must satisfy the following requirements:

+ Made of durable materials; ensure that it is not torn or damaged during receipt, transportation and delivery under normal conditions; Unable to read the contents of the document inside.

+ Bearing the service's distinctive logos, trademarks, symbols or inscriptions and used uniformly throughout the service supply network of Vietnam Post Corporation.
