Procedures for Early Promotion of Salary Steps for Officals, Public Employees, and Employees at the Ministry of Justice of Vietnam
According to Article 15 of Decision 1496/QD-BTP 2022, the following regulations apply:
"Article 15. Procedures for Early Promotion of Salary Steps
1. Step 1. The organizational personnel department or the officer in charge of organizational work in the unit under the Ministry, public service provider under the Department, public service provider under the General Department, Department of Civil Judgment Enforcement reviews and compiles the number of individuals in the unit eligible and qualified for early promotion, reporting to the Head of the unit to organize an evaluation.
2. Step 2. The Early Promotion Salary Step Council of the units holds meetings to review the dossiers proposing early promotions for officials and public employees and employees in their unit, submitting to the Head of the unit for decision or proposing to the Minister to review and decide on the early promotion for officials and public employees and employees according to their authority.
The Early Promotion Salary Step Council of the General Department of Civil Judgment Enforcement reviews the dossiers proposing early promotions for officials and public employees and employees of the Departments of Civil Judgment Enforcement under the authority of the Minister; reporting to the Ministry's Leadership for review and decision.
3. Step 3. The Department of Organizational Personnel compiles the dossiers and lists of officials and public employees and employees proposed by the units under the Ministry, which fall under the Minister's authority, reporting to the Early Promotion Salary Step Council of the Ministry of Justice for review.
4. Step 4. The Early Promotion Salary Step Council of the Ministry of Justice holds meetings to review the early promotion for officials and public employees and employees of the units under the Ministry within the Minister's authority based on the dossiers and lists of proposed early promotions compiled by the Department of Organizational Personnel; reporting to the Minister for review, decision, or proposing to the competent authority for decision according to regulations."

What does an application for the proposal of early salary step promotion include in Vietnam?
According to Clause 1, Article 16 of Decision 1496/QD-BTP 2022, the following regulations apply:
"Article 16. Dossiers for the proposal of early salary step promotion
1. The dossiers proposing early salary step promotion for the units under the Ministry, public service provider under the Department, public service provider under the General Department, and the Department of Civil Judgment Enforcement includes the complete following documents:
a) Report on review and summary of early salary step promotions by the organizational personnel department or the officer in charge of the organizational work of the unit;
b) List of officials and public employees and employees eligible and qualified for early promotion from the unit (ranked in order of achievement from highest to lowest);
c) Copies (certified by the Head of the unit as having been compared with originals) of documents, Decisions, and certificates of outstanding work achievements of officials and public employees and employees."
What does an application submitted to the Minister for consideration for early salary step promotion in Vietnam?
According to Clause 1, Article 16 of Decision 1496/QD-BTP 2022, the following regulations apply:
"Article 16. Dossiers for the proposal of early salary step promotion
...
2. The dossiers proposed to the Minister for consideration and decision include the complete following documents:
a) Document proposing early salary step promotion of the unit;
b) Minutes of the meeting of the Early Salary Step Promotion Council of the units under the Ministry (including the Minutes of the meetings of the Early Salary Step Promotion Council of public service providers under the Department, public service providers under the General Department if applicable), Department of Civil Judgment Enforcement;
c) List of officials and public employees and employees eligible and qualified for early promotion in the unit under the Ministry (including public service providers under the Department, public service providers under the General Department if applicable), Department of Civil Judgment Enforcement (according to the prescribed Form No. 03 attached to this Regulation);
d) List of officials and public employees and employees decided by the Head of the unit for early promotion under the management authority of officials and public employees and employees have been decentralized (according to the prescribed Form No. 04 attached to this Regulation);
đ) List of officials and public employees and employees proposed by the unit to the Minister for early promotion consideration and decision (according to the prescribed Form No. 05 attached to this Regulation);
e) Copies (certified by the Head of the unit as having been compared with originals) of documents, Decisions, and certificates of outstanding work achievements of officials and public employees and employees.
3. Heads of units under the Ministry are responsible for compiling and submitting the dossiers proposing early salary step promotion in accordance with Clause 2 of this Article (including the dossiers of subordinate public service providers) to the Department of Organizational Personnel to report to the Early Salary Step Promotion Council of the Ministry of Justice for review.
The dossiers proposing early salary step promotion by the Departments of Civil Judgment Enforcement are submitted to the General Department of Civil Judgment Enforcement for review by the Early Salary Step Promotion Council of the General Department of Civil Judgment Enforcement."
Thus, the early promotion of salary steps for officals, public employees, and employees at the Ministry of Justice is carried out according to the above procedures.
