Order of Evaluation and Classification of Collectives in the Political System

Based on the provisions in Article 11 of Regulation 124-QD/TW of 2023, the sequence for evaluating and classifying collectives and individuals is as follows:

- Evaluate and classify the activities of the government, professional work, and mass organizations first, then the Party organization; lower-level collectives before higher levels; leadership and managerial collectives before individual members.

- After completing the evaluation and classification of localities, organizations, agencies, and units, the evaluation and classification of the head is conducted.

- Implement unified evaluation and classification for organizations, leadership, and managerial collectives from the grassroots level to the provincial level, Party committees, Party groups, and Party executive committees directly under the Central Committee.

Criteria for Classification of Organizations and Agencies in the Political System under Regulation 124

According to Article 12 of Regulation 124-QD/TW of 2023, there are four levels for classifying the quality of organizations and agencies in the political system:

- Outstanding completion of tasks

- Good completion of tasks

- Completion of tasks

- Failure to complete tasks

Specific criteria for each classification level are as follows:

- No subordinate organization or member of the leadership collective has been disciplined (except in cases of self-detection and remedied consequences). || Failure to complete tasks | - Criteria are rated "Poor";

(1) For organizations, agencies, units

- There is a subordinate unit where incidents of corruption, waste, negative events, or other violations have occurred leading to disciplinary action as per Communist Party regulations or State laws (except self-detected and remedied cases).

- Completed less than 50% of the targets and tasks assigned and approved by the competent authority for the year, with major indicators not meeting the assigned plan (except in force majeure cases).

- The leadership collective is subject to disciplinary action or more than 20% of subordinate units have been disciplined within the year.

(2) For leadership collectives

- Evaluated and concluded as having internal conflicts by competent authorities; members have degraded in political ideology, ethics, lifestyle, "self-evolution", "self-transformation".

- Localities, organizations, agencies, and units under their direct leadership and management completed less than 50% of the targets and tasks assigned and approved by the competent authority for the year, with major indicators not meeting the assigned plan (except in force majeure cases).

- Subject to disciplinary action or members have been disciplined within the year (except in cases of self-detection and remedied consequences). |

Evaluation and Classification Process for the Quality of Collectives in the Political System

According to Article 11 of Regulation 124-QD/TW of 2023 as follows:

1. Based on specific evaluation criteria and quality classification standards for each collective and individual, and the opinions of relevant evaluating agencies, determine the level of achievement of each criterion according to 4 levels (Outstanding, Good, Average, Poor) as a basis for the competent authority to review, evaluate and classify the quality of each collective and individual.

2. Annual evaluation and classification of collectives and individuals follow 3 steps:

- Step 1: Collectives and individuals self-evaluate and classify.

Based on classification criteria, each organization, collective, and individual self-analyzes quality and classifies into one of the 4 levels as stipulated in Article 12.

- Step 2: Appraise and propose classification level.

Based on the results of self-evaluation and classification by collectives and individuals and the opinions of relevant agencies, the advisory body on organizational personnel appraises and proposes the quality classification level.

- Step 3: Competent authority decides the quality classification.

For collectives and individuals with complaints, denunciations, signs of party discipline violations, State law violations, or internal conflicts after evaluation and classification results, the directly superior Party committee directs to check, verify, appraise, and reconsider the evaluation and classification results.
