Subjects and content of final evaluation and grading for 2023
(1) According to Clause 2, Article 9 of Regulation 124-QD/TW in 2023, the subjects of end-year self-review include:
- Communist Party members across the entire Communist Party (excluding members exempted from work and party activities; members suspended from party activities; newly admitted members with less than 6 months of membership).
- Leaders and managers at all levels.
(2) The content of the final year self-review for party members is stipulated in Clause 2, Article 6 of Regulation 124-QD/TW in 2023 as follows:
Individual without leadership or managerial position:
- Regarding political qualities, ethics, lifestyle; spirit of solidarity, unity within the internal organization; sense of organizational discipline, responsibility for setting a positive example, adherence to what party members are prohibited from doing; work style and methods. Reflect on the manifestations of degradation, "self-evolution," "self-transformation."
- The implementation of tasks, powers, and the results of fulfilling assigned targets and duties within the year.
- The implementation of commitments on self-improvement, training, and striving annually.
- Issues for which self-review is suggested; addressing limitations and shortcomings identified by competent authorities in previous reviews (if any).
Individuals with leadership or managerial position:
Self-review as for individuals without leadership or managerial positions, plus the following content:
- The results of leadership, direction, management, and administration; performance of responsibilities and duties; the degree of task completion of subordinate organizations, agencies, units; ability to rally and build internal solidarity.
- Responsibility in work; spirit of dynamism, innovation, creativity, boldness in thinking and action, willingness to take responsibility; handling difficult, complex, sensitive issues in task performance.
- Responsibility for setting a positive example of oneself and family; struggle against corruption, waste, negativity; trust and confidence of staff and party members.
In addition to the above content, party committees, party organizations, collective leadership, management, heads, and individuals must clarify their responsibilities when there are signs of violation; allowing serious, complex issues to occur, drawing public attention; complaints or accusations; signs of internal disunity; violations of Party principles and regulations; manifestations of "group interest," corruption, negativity, waste, degradation, "self-evolution," "self-transformation"; having subordinate organizations or individuals subject to disciplinary action or prosecution; stagnation, weakness, and failure to fulfill assigned responsibilities and tasks.

What are the steps for annual evaluation and grading?
Based on Article 11 of Regulation 124-QD/TW in 2023 stipulating the annual evaluation and grading process as follows:
Step 1: Collective or individual self-evaluation and grading.
Based on grading criteria, each organization, collective, and individual analyzes quality and grades themselves into one of four levels as specified in Article 12 of Regulation 124-QD/TW in 2023.
Step 2: Review and propose grading levels.
Based on the self-evaluation results of the collective or individual and the feedback of related agencies, the agency responsible for personnel organization reviews and proposes quality grades.
Step 3: The competent authority decides the quality grade.
For collectives or individuals, if there are complaints, accusations, signs of disciplinary violations of the party, state law, or internal disunity after the evaluation and grading results, the immediate superior party committee directs inspections, verifications, reviews, and reconsiderations of the evaluation and grading results.
Regulations on criteria for rating Communist Party members at the end of 2023
Based on the provisions of Article 12 of Regulation 124-QD/TW in 2023 regarding the criteria for rating Communist Party members at the end of 2023 as follows:
Grading quality into 4 levels:
(1) Outstanding completion of tasks
Refers to collectives or individuals with many outstanding achievements; exemplary models for other collectives or individuals to learn from; all evaluation criteria rated as "Good" or higher; among which the criteria on the results of task performance (for collectives) or job responsibilities (for individuals) rated "Excellent" with specific products.
- For collectives: There are no subordinate organizations or members of the collective leadership or management subject to disciplinary action.
- For individuals: 100% of the targets and tasks set out or assigned are completed on time, with ensured quality and efficiency; at least 50% of the targets and tasks are completed beyond expectations.
- For leaders and managers: Besides common standards, they must genuinely exemplify political ideas, ethics, lifestyle, work style, and organizational discipline; the locality, agency, unit, or field directly managed or supervised by them must fulfill all targets and tasks, with at least 50% of the main targets completed beyond expectations; 100% of directly managed agencies and units should be rated as fulfilling tasks, with at least 70% rated as fulfilling tasks well.
- The competent authority may consider limiting the number of collectives and individuals rated "Outstanding completion of tasks" to no more than 20% of those rated "Good completion of tasks" within each equivalent position, role, function, and task group.
(2) Good completion of tasks
Refers to collectives or individuals whose criteria are rated "Average" or higher; among which the criteria on the results of task performance (for collectives) or job responsibilities (for individuals) are rated "Good" or higher with specific products.
- For collectives: There are no subordinate organizations or members of the collective leadership or management subject to disciplinary action (except for cases where the issue was self-detected and resolved).
- For individuals: 100% of the targets and tasks set out or assigned are completed on time, with ensured quality and efficiency.
- For leaders and managers: Besides common standards, they must exemplify political ideas, ethics, lifestyle, work style, and organizational discipline; the locality, agency, unit, or field directly managed or supervised by them must complete all targets and tasks, with at least 80% of assigned work completed on schedule, ensuring quality; 100% of directly managed agencies and units should be rated as fulfilling tasks or higher.
(3) Completion of tasks
Refers to collectives or individuals whose criteria are generally rated "Average" or higher with specific products.
- For collectives:
No subordinate organizations or members of the collective leadership or management are subject to disciplinary action (except for cases where the issue was self-detected and resolved).
- For individuals: All assigned tasks are completed, with no more than 20% of the criteria not meeting quality or deadlines.
- For leaders and managers:
Besides common standards, they must exemplify political ideas, ethics, lifestyle, work style, and organizational discipline; the locality, agency, unit, or field directly managed by them must complete over 70% of the targets and tasks; at least 70% of the directly managed agencies and units should be rated as fulfilling tasks.
(4) Failure to complete tasks
Refers to collectives or individuals with criteria rated as "Poor" or in any of the following situations:
- For organizations, agencies, units:
+ There is a subordinate unit involved in corruption, waste, negativity, or other violations subject to disciplinary action according to Communist Party regulations or state law (except for self-detected and resolved cases).
+ Fewer than 50% of the targets and tasks set by the competent authority for the year are completed, and the main targets are not met (excluding force majeure circumstances).
+ The collective leadership or management is subject to disciplinary action or over 20% of subordinate units are disciplined within the year.
- For collective leadership or management:
+ Assessed and concluded by the competent authority as having internal disunity; has members exhibiting political, ethical, or lifestyle degradation, "self-evolution," "self-transformation."
+ The locality, organization, agency, or unit directly managed completes fewer than 50% of the assigned targets and tasks, and the main targets are not met (excluding force majeure circumstances).
+ Subject to disciplinary action or has members disciplined within the year (except for self-detected and resolved cases).
- For individuals:
+ Assessed and concluded by the competent authority as having signs of political, ethical, or lifestyle degradation, "self-evolution," "self-transformation"; violations of what party members are prohibited from doing; failing to set a positive example, negatively affecting personal and organizational reputation.
+ Over 50% of the criteria regarding annual task performance are rated as not completed.
+ Over 50% of the votes of no confidence in a confidence vote in the evaluation year.
+ Subject to disciplinary action in the evaluation year (except for self-detected and resolved cases).
- For leaders and managers: The locality, agency, unit, or field directly managed completes fewer than 70% of the assigned targets and tasks, or is rated as failing to fulfill tasks; or the agencies, units, or individuals under their direct leadership and management are involved in corruption, negativity, and subject to disciplinary action according to Communist Party regulations and state law (except for self-detected and resolved cases).
- In case the collectives or individuals have faults or violations occurring in previous years but are only subjected to disciplinary decisions by the competent authority or have their disciplinary measures escalated in the evaluation year, the competent superior party organization will evaluate and grade them based on the disciplinary measure, nature, motivation, level, consequence, and specific circumstances at the time of the fault or violation.
- In case individuals have faults or violations occurring in previous agencies or units but are disciplined at their current agencies or units, the evaluation and grading result will apply to the previous agency or unit (without attributing responsibility to the current agency or unit).
- In case individuals have faults or violations occurring in both previous and current agencies or units and are disciplined at both, the disciplinary measure will be applied according to the time and specific nature of the violation at each agency or unit.
