What are the procedures for evaluating and recognizing district-level learning units in Vietnam asccording to Circular 24/2023/TT-BGDDT?

Based on the provisions of Article 10 Circular 24/2023/TT-BGDDT, the regulations are as follows:

Process of assessing and recognizing district-level "Learning Units"

1. District-level units organize the implementation of self-assessment and recognition of district-level "Learning Units" according to the following steps:

a) The head of the unit establishes the Evaluation Team;

b) The Evaluation Team prepares the Self-Assessment Report and recognition of the district-level "Learning Unit", a summary of the evaluation results of the criteria and indicators; information and data of the Self-Assessment Report and the summary of the criteria and indicators' results are calculated from January 1 to December 31 of the assessment year;

c) Based on the self-assessment results, if the unit meets the conditions for recognition as a district-level "Learning Unit" at any level, the head of the unit will submit a dossier requesting recognition at that level (submitted directly, online, or via postal service) to the Department of Education and Training before January 15 of the year following the assessment year.

The dossier requesting assessment and recognition of a district-level "Learning Unit" includes: a proposal for assessment and recognition; the Self-Assessment Report and recognition of the district-level "Learning Unit"; a summary of self-assessed criteria and indicators. 

2. The District People's Committee organizes the evaluation, review, and decision on recognizing units as district-level "Learning Units" according to the following steps:

a) The Department of Education and Training receives, reviews, and checks the dossier requesting recognition of the district-level "Learning Unit";

b) The head of the Department of Education and Training establishes the Evaluation Council to recognize the district-level "Learning Units" (hereinafter referred to as the district-level Evaluation Council). The district-level Evaluation Council includes a chairman, a secretary, and members, with the number of members being odd, at least 5 people. The Council's composition includes representatives from specialized agencies under the District People's Committee; representatives from the district Education Promotion Association; representatives from district-level political-social organizations;

c) Organize the district-level Evaluation Council meeting or collect written opinions from the members of the district-level Evaluation Council to appraise the dossier requesting recognition of the district-level "Learning Unit";

d) Based on the appraisal results, if the unit does not meet the conditions for recognition as a district-level "Learning Unit", the district-level Evaluation Council reports to the head of the Department of Education and Training to issue a written response to the unit, stating the reasons for not achieving it;

dd) Based on the appraisal results, if the unit meets the conditions for recognition as a district-level "Learning Unit", the district-level Evaluation Council completes the dossier, reports it to the head of the Department of Education and Training to issue a document to the Chairman of the District People's Committee for review and decision on recognizing the unit as a district-level "Learning Unit".

The submission dossier includes: the proposal for recognition of the district-level "Learning Unit"; the appraisal report of the district-level Evaluation Council; a summary of the evaluation results of criteria and indicators for each unit as appraised by the district-level Evaluation Council; the draft Decision on recognition of the unit as a district-level "Learning Unit". 

According to the above regulations, the assessment and recognition of district-level "Learning Units" include 2 steps:

- Step 1: The district-level unit organizes the implementation of self-assessment and recognition of district-level "Learning Units".

- Step 2: The District People's Committee organizes the evaluation, review, and decision on recognizing units as district-level "Learning Units".
