According to Article 10 of the Law on Road Traffic Order and Safety 2024:
General Rules
1. Road traffic participants must travel on the right side in the direction of their travel, adhere to designated lanes, comply with road signs, and other road traffic rules.
2. The driver and passengers in an automobile must wear seat belts at locations equipped with seat belts when participating in road traffic.
3. When transporting children under 10 years old and shorter than 1.35 meters in a car, they must not sit in the same row as the driver, except for cars with only one row of seats; the driver must use and instruct the use of appropriate safety devices for children.
The general road traffic rules that need to be followed are as follows:

What are regulations on international cooperation in road traffic order and safety in Vietnam?
According to Article 8 of the Law on Road Traffic Order and Safety 2024:
- International cooperation on road traffic safety and order shall be implemented According to compliance with Vietnamese law and relevant international treaties to which the Socialist Republic of Vietnam is a signatory; respecting the fundamental principles of international law; ensuring the independence, sovereignty, unity, and territorial integrity of the Fatherland; protecting the interests of the state, and the lawful rights and interests of organizations and individuals.
- The content of international cooperation on road traffic safety and order includes:
+ Signing international treaties and agreements related to road traffic safety and order;
+ Exchanging information and transferring technology related to road traffic safety and order;
+ Training, lecturing, and enhancing the capacity for forces ensuring road traffic safety and order;
+ Enhancing the material conditions to ensure road traffic safety and order;
+ Solving road traffic accidents;
+ Implementing other international cooperation content according to Vietnamese law and relevant international treaties to which the Socialist Republic of Vietnam is a signatory.
- The Ministry of Public Security of Vietnam shall preside over, cooperate with relevant ministries and sectors to assist the Government of Vietnam in negotiating, signing international treaties and agreements or proposing competent authorities to sign international treaties and agreements on road traffic safety and order; preside over, cooperate with relevant ministries and sectors to implement international cooperation on road traffic safety and order.

3. Motorbike and moped riders are prohibited from performing the following acts:
a) Riding in parallel lines;
b) Riding in lanes designated for pedestrians and other vehicles;
c) Using umbrellas, audio devices, except for hearing aids;
d) Letting go of both hands; performing stunts such as riding on one wheel for two-wheeled motorbikes and mopeds; riding on two wheels for three-wheeled motorbikes;
dd) Using motorbikes to tow or push other vehicles or objects, guiding animals, carrying, hauling bulky objects; carrying standing passengers, passengers on the luggage rack, or on the handlebars; loading cargo on motorbikes beyond regulated limits;
e) Riding sideways; standing, lying on the bike while riding; changing riders while the bike is in motion; looking backward while riding or riding with eyes closed; using kickstands or other objects to skid on the road while the bike is in motion;
g) Other acts that disturb road traffic safety and order.

* Law on Road Traffic Order and Safety 2024 takes effect in Vietnam from January 1, 2025, clause 3 of Article 10 of the Law on Road Traffic Order and Safety 2024 takes effect from January 1, 2026.
