How is the Farmers Support Fund Organized?
The organization structure of the Farmers Support Fund is stipulated in Article 9 of Decree 37/2023/ND-CP as follows:

1. The organization structure of the Farmers Support Fund includes:
a) Management Council.
b) Supervisory Board.
c) Executive Board including: Director, Deputy Directors, Chief Accountant, and supporting apparatus.
2. The authority to decide on planning, appointment, re-appointment, resignation, dismissal, transfer, rotation, commendation, and disciplining of the management personnel of the Farmers Support Fund is in accordance with Articles 10, 11, 12 of this Decree, the Charter of organization and operation of the Farmers Support Fund, and the guidelines of the Vietnam Farmers Union (if any).
According to the above regulation, the organization structure of the Farmers Support Fund includes:
- Management Council.- Supervisory Board.- Executive Board.

How Many Members Are There in the Management Council of the Farmers Support Fund?
The number of members in the Management Council of the Farmers Support Fund is specified in Article 10 of Decree 37/2023/ND-CP as follows:
Management Council of the Farmers Support Fund
1. The Central Management Council of the Farmers Support Fund has a maximum of 05 members who are part-time officials of the Central Vietnam Farmers Union, including:
a) The President of the Central Management Council of the Farmers Support Fund is the Vice President of the Central Vietnam Farmers Union.
b) One member of the Management Council is the Director of the Central Farmers Support Fund;
c) The remaining members of the Management Council are appointed by the Standing Committee of the Central Vietnam Farmers Union.
2. The Provincial Management Council of the Farmers Support Fund has a maximum of 05 members who are part-time officials of the Provincial Farmers Union, including:
a) The President of the Provincial Management Council of the Farmers Support Fund is the Vice President of the Provincial Farmers Union;
b) One member of the Management Council is the Director of the Provincial Farmers Support Fund;
c) The remaining members of the Management Council are appointed by the Standing Committee of the Provincial Farmers Union; if necessary, the Provincial People's Committee may appoint one representative from local Departments or agencies to join the Provincial Management Council of the Farmers Support Fund.
3. The District Management Council of the Farmers Support Fund has a maximum of 03 members who are part-time officials of the District Farmers Union, including:
a) The President of the District Management Council of the Farmers Support Fund is the Vice President of the District Farmers Union;
b) One member of the Management Council is the Director of the District Farmers Support Fund;
c) The remaining members of the Management Council are appointed by the Standing Committee of the District Farmers Union and work part-time; if necessary, the District People's Committee may appoint one representative from local Departments or agencies to join the District Management Council of the Farmers Support Fund.

Thus, the members of the Management Council of the Farmers Support Fund include:
- Central Management Council of the Farmers Support Fund: a maximum of 05 members who are part-time officials of the Central Vietnam Farmers Union.- Provincial Management Council of the Farmers Support Fund: a maximum of 05 members who are part-time officials of the Provincial Farmers Union.- District Management Council of the Farmers Support Fund: a maximum of 03 members who are part-time officials of the District Farmers Union.
What Are the Duties and Powers of the Management Council of the Farmers Support Fund?
Based on the provisions of Clause 9, Article 10 of Decree 37/2023/ND-CP, the duties and powers of the Management Council of the Farmers Support Fund include:
- Receiving, managing, and using the funds of the Farmers Support Fund in accordance with the law and the Charter of organization and operation of the Farmers Support Fund; being accountable to the Standing Committee of the corresponding Vietnam Farmers Union for the performance of the assigned duties and powers;- Developing and submitting the annual, medium-term, and long-term operation and financial plans of the Farmers Support Fund for approval by the Standing Committee of the corresponding Vietnam Farmers Union;- Issuing or amending operational regulations and other internal regulations as stipulated in the Charter of organization and operation of the Farmers Support Fund;- Monitoring and supervising the Executive Board of the Farmers Support Fund in complying with laws and implementing the decisions of the Management Council;- Deciding on lending interest rates of the Farmers Support Fund from time to time as regulated in Article 16 of this Decree;- Approving loans, deciding on fundraising plans and handling risks within their authority;- Approving financial reports, allocating revenue and expenditure differences, and setting up annual funds of the Farmers Support Fund after having the supervisory opinion of the Supervisory Board for submission to the Standing Committee of the corresponding Vietnam Farmers Union for approval;- Submitting to the Standing Committee of the corresponding Vietnam Farmers Union decisions on issuing, amending, and supplementing the Charter of organization and operation of the Farmers Support Fund;- Submitting to the Standing Committee of the corresponding Vietnam Farmers Union for approval the personnel arrangement plan to establish the operating apparatus of the Farmers Support Fund;- Issuing or amending operating regulations and assigning duties to the members of the Management Council of the Farmers Support Fund;- Other duties and powers as stipulated in the Charter of organization and operation of the Farmers Support Fund.
