Conditions for Good Rating in Emulation for Students in Reform Schools, Compulsory Educational Facility Residents

According to Clause 1, Article 7 of Circular 49/2022/TT-BCA, students in reform schools and residents of compulsory educational facilities are rated as good in emulation in the following cases:

- Weekly Emulation Rating:

Students meet the standards specified in Clause 1, Article 6; residents meet the standards specified in Clause 2, Article 6 of this Circular.

- Monthly Emulation Rating:

For a month with 4 weeks, at least 2 weeks must be rated as good, and the remaining 2 weeks as fairly good, with the last week rated as good.

For a month with 5 weeks, at least 3 weeks must be rated as good, and the remaining 2 weeks as fairly good, with the last week rated as good.

In cases where students or residents have only been rated for 3 weeks, all 3 weeks must be rated as good or 1 week as fairly good and 2 weeks as good, with the last week rated as good.

- Quarterly Emulation Rating: At least 2 months must be rated as good, and the remaining month as fairly good, with the last month rated as good.

In cases where students or residents have only been rated for 2 months, both months must be rated as good or the first month as fairly good and the second month as good.

Conditions for Fair Rating in Emulation for Students in Reform Schools, Compulsory Educational Facility Residents

According to Clause 2, Article 7 of Circular 49/2022/TT-BCA, students in reform schools and residents of compulsory educational facilities are rated as fairly good in emulation in the following cases:

- Weekly Emulation Rating:

Students or residents are assessed as fairly good according to emulation rating standards.

In cases where students meet the standards specified in points a, b, and d of Clause 1, Article 6; and residents meet the standards specified in points a, b, and d of Clause 2, Article 6 of this Circular, but only meet the standard specified in point c of Clause 1, Article 6 (for students) or point c of Clause 2, Article 6 (for residents) regarding academic, vocational, labor, and other educational programs at a medium level or are assessed as completed; and do not actively participate in emulation movements among students and residents, they will be rated as fairly good.

In cases where students or residents do not participate in labor or study, or participate ineffectively due to illness or sickness with confirmation from the relevant Team Leader of the professional unit and approved by the Principal of the reform school or the Director of the compulsory educational facility, they will be rated as fairly good.

- Monthly Emulation Rating:

For a month with 4 weeks, at least 2 weeks must be rated as fairly good or good, with the remaining weeks rated at least medium, and the last week rated as fairly good or good.

For a month with 5 weeks, at least 3 weeks must be rated as fairly good or good, with the remaining weeks rated at least medium, and the last week rated as fairly good or good.

- Quarterly Emulation Rating: At least 2 months must be rated as fairly good or good, with the remaining month rated as medium, and the last month rated as fairly good or good.

In cases where students or residents have only been rated for 2 months, both months must be rated as fairly good, or the first month as good, and the second month as fairly good, or the first month as medium, and the second month as fairly good or good.

Conditions for Medium Rating in Emulation for Students in Reform Schools, Compulsory Educational Facility Residents

According to Clause 3, Article 7 of Circular 49/2022/TT-BCA, students in reform schools and residents of compulsory educational facilities are rated as medium in emulation in the following cases:

- Weekly Emulation Rating:

Students or residents do not meet the standards for fairly good or good rating or have been rated as poor in the previous assessment period but have made efforts to improve.

- Monthly Emulation Rating:

For a month with 4 weeks, if there is 1 week rated as poor, the remaining 3 weeks must be rated at least medium, with the last week rated at least medium.

For a month with 5 weeks, if there is 1 week rated as poor, the remaining 4 weeks must be rated at least medium, with the last week rated at least medium.

In cases where students have only been rated for 3 weeks, all weeks must be rated as medium, or the last week rated as medium and the remaining weeks at least medium.

- Quarterly Emulation Rating: The last month rated as medium, with the remaining 2 months rated as fairly good or good, or the first month rated as poor and the remaining months at least medium, with the last month rated at least medium.

In cases where students or residents have only been rated for 2 months, both months must be rated as medium or the first month rated as good or fairly good and the second month rated as medium.

Conditions for Poor Rating in Emulation for Students in Reform Schools, Compulsory Educational Facility Residents

According to Clause 4, Article 7 of Circular 49/2022/TT-BCA, students in reform schools and residents of compulsory educational facilities are rated as poor in emulation in the following cases:

- Students or residents do not meet the conditions, standards for medium, fairly good, or good rating as specified in Clauses 1, 2, and 3 of this Article.

- Students or residents are disciplined, but there are no significant improvements in subsequent weeks or months; students or residents have filed grievances that have been resolved according to legal regulations but continue to file unlawful grievances about the decision to be placed in reform schools or compulsory educational facilities, or matters related to the implementation of the decision, they will be rated as poor.
