What are the Vietnamese regulations on the percentage of boarding students of semi-boarding ethnic high schools from March 18, 2023?
Pursuant to the provisions of Article 3, the promulgation process attached to Circular 03/2023/TT-BGDDT on semi-boarding ethnic high schools is as follows:
Semi-boarding ethnic high schools
1. Secondary schools shall be established by the State for ethnic minority students and students belonging to families permanently settled in areas with extremely difficult socio-economic conditions in order to contribute to the equal implementation of access to education and the goal of sustainable development of education in ethnic minority and mountainous areas.
2. Secondary schools shall ensure the stability of the proportion of ethnic minority students and the proportion of day-time students as follows:
a) Percentage of students who are ethnic minorities: At least 50% of the total number of students of the whole school are ethnic minorities.
b) Percentage of day students:
- For primary secondary schools: At least 20% of boarding students;
- For lower secondary schools: At least 45% of boarding students;
- For primary and secondary secondary schools: At least 32.5% of day-boarding students or at least 20% of day-boarding elementary students and 45% of semi-boarding middle school students.
3. The system of secondary schools includes:
a/ Primary secondary schools;
b/ Lower secondary secondary schools;
c/ Primary and lower secondary secondary schools.
According to the above regulations, the proportion of students at semi-boarding ethnic high schools is determined as follows:
- Percentage of students who are ethnic minorities: At least 50% of the total number of students of the whole school are ethnic minorities.
- Percentage of boarding students:
+ For primary boarding ethnic high schools: At least 20% of boarding students;
+ For ethnic minority secondary schools: At least 45% of boarding students;
+ For primary and lower secondary boarding ethnic high schools: There are at least 32.5% of day-boarding students or at least 20% of semi-boarding primary students and 45% of semi-boarding lower secondary students.

What are the conditions for students to attend semi-boarding ethnic high schools in Vietnam?
Pursuant to Article 2, the promulgation process attached to Circular 03/2023/TT-BGDDT stipulates as follows:
Conditions for students to attend semi-boarding ethnic high schools and part-time students
1. Conditions for students to attend semi-boarding ethnic high schools: Students of primary and lower secondary school age in the school's enrollment area shall comply with regulations of competent authorities.
2. Part-time students: Students who are subject to the support policy are approved by competent authorities according to the Government's regulations, because they cannot go to school or school on their own and return home during the day.
Thus, the conditions for students to attend semi-boarding ethnic high schools include:
- Conditions for students to attend semi-boarding ethnic high schools:
+ Students of primary school age in the enrollment area of the school according to the regulations of the competent authority
+ Students of lower secondary school age in the enrollment area of the school according to the regulations of the competent authority.
- Conditions for part-time students: Students who are subject to the support policy are approved by the competent authority according to the Government's regulations, because they cannot go to school or school on their own and return home during the day.
What are semi-boarding ethnic high schools supported in Vietnam?
Pursuant to the provisions of Clause 2 Article 5 of Decree 116/2016/ND-CP, semi-boarding ethnic high schools are supported as follows:
- Invest in facilities and equipment, including: Houses, beds, kitchens, dining rooms, bathrooms, sanitation facilities, clean water works and accompanying equipment for daycare students according to current school design standards;
- Purchasing and repairing physical education and sports equipment, musical instruments, television sets, serving cultural, physical training, sports and other items for day-time students with a support of VND 100,000/day-student/school year;
- Set up a shared medicine cabinet for the boarding area, buy common medicines with a sufficient number of drugs to meet the requirements of disease prevention and handle unexpected emergencies with a support of 50,000 VND/daycare student/school year;
- In case a semi-boarding ethnic high school organizes centralized cooking for students, it is supported with funds for cooking for students according to the minimum funding quota equal to 135% of the base salary/01 month/30 students, the balance of 15 students or more shall be calculated once more than the norm; but each school is only entitled to no more than 05 times the above norm / 01 month and not more than 9 months / 01 year.
Circular 03/2023/TT-BGDDT takes effect from March 18, 2023.
