Regulations on Preliminary Health Examination for Military Service from January 1, 2024
Pursuant to the provisions stipulated in Article 7 of Circular 105/2023/TT-BQP governing the preliminary health examination for military service from January 1, 2024:
(1) Location for preliminary military service health examination:
The commune-level health stations conduct preliminary health examinations for military service under the direction and professional guidance of the district-level health centers or district general hospitals; supervised by the district-level Military Command.
(2) Content of preliminary military service health examination:
- Collecting personal and family medical history;
- Identifying cases with insufficient physical health, disabilities, or deformities as prescribed in Sections I, II of Appendix I issued together with Circular 105/2023/TT-BQP; conditions exempt from military service registration as prescribed in Section III of Appendix I issued together with Circular 105/2023/TT-BQP.
(3) Process of preliminary military service health examination:
Step 1: Based on the selection and conscription plan of the district Military Service Council, the commune-level Military Command compiles a list and calls for preliminary health examinations for citizens within their jurisdiction.
Step 2: Conduct the preliminary health examination as per the contents mentioned above.
Step 3: Complete the health information of citizens called for the preliminary health examination for military service using Form 2 Appendix V issued together with Circular 105/2023/TT-BQP.
Step 4: Compile a list of citizens with diseases exempt from military service registration as per Section III of Appendix I issued together with Circular 105/2023/TT-BQP; report to the commune-level Military Service Council.
Step 5: Summarize, compile statistics, and report the results of the preliminary health examination using Form 2a; Form 2k Appendix VI issued together with Circular 105/2023/TT-BQP.

How is the Military Service Health Examination Conducted?
According to Article 8 of Circular 105/2023/TT-BQP, the military service health examination is conducted as follows:
- The military service health examination is conducted by the district-level Military Service Health Examination Council as per the provisions of Clause 1, Article 40 of the 2015 Military Service Law, including:
- The Chairman of the Council is the Director of the district-level Health Center or the Director of the district general hospital;
- The Vice Chairman of the Council is the Deputy Director in charge of professional affairs at the district-level Health Center or the Deputy Director of the district general hospital;
- The Standing member cum Secretary of the Council is the official responsible for state medical management at the district level;
- The members of the Council include staff and officials from relevant agencies and units such as the district-level Health Center, district general hospital (if any), district-level medical agency, military medical department of the district Military Command, and representatives of relevant units; additional staff and medical personnel can be brought in from the provincial level or from the military medical department of the provincial Military Command as decided by the Chairman of the provincial Military Service Council;
- The members of the Council must include all necessary departments and specialists as stipulated in Clause 5 of this Article, and must hold professional practice certificates or licenses appropriate to their roles as per the regulations on medical examination and treatment.
- Preparing a list of citizens to be examined;
- Announcing the time and location for the health examination (Issuing the order for health examination);
- Conducting the health examination as follows:
+ Physical examination; clinical examination in specialized areas: Ophthalmology, ENT, Dentistry, Internal Medicine, Neurology, Psychiatry, Surgery, Dermatology, Obstetrics and Gynecology (for females);
+ Paraclinical examination: Blood count; blood group (ABO); liver function (AST, ALT); kidney function (Urea, Creatinine); blood sugar; Hepatitis B virus (HBsAg); Hepatitis C virus (Anti-HCV); HIV; complete urinalysis (10 parameters); abdominal ultrasound; ECG; chest X-ray; urinalysis for drug detection. The Chairman of the Council may order additional tests as required to ensure accurate health conclusions.
Two-stage process: Physical and clinical examinations followed by paraclinical tests, with screening for HIV and drugs. If a citizen fails any of the health criteria stipulated in Clause 1, Article 4 of Circular 105/2023/TT-BQP during the physical and clinical examinations, the examining Council member will report to the Chairman of the Council to decide on halting the examination. Blood and urine tests; HIV and drug tests will only proceed for citizens who meet the health standard after physical, clinical, ultrasound, ECG, and chest X-ray examinations.
Organize HIV counseling and testing according to the legal regulations on HIV/AIDS prevention and control for qualifying health standards.
When is the Military Service Health Examination Conducted?
As stipulated in Clause 7, Article 8 of Circular 105/2023/TT-BQP, the military service health examination is conducted from November 1st to December 31st each year. The Ministry of National Defense may adjust the timeline as necessary.
