Circular 105/2023/TT-BQP, regulations on health standards and medical examination for military service effective from January 1, 2024
On December 6, 2023, the Ministry of National Defense issued Circular 105/2023/TT-BQP which stipulates the health standards and medical examination for individuals under the management scope of the Ministry of National Defense.
The scope of regulation of Circular 105/2023/TT-BQP is as follows:
- Circular 105/2023/TT-BQP stipulates the health standards and medical examination for individuals under the management scope of the Ministry of National Defense, including:
+ Standards and classification of medical examinations;
+ Medical examination for military service obligation;
+ Management and health check of reserve soldiers;
+ Medical examination for military recruitment;
+ Medical examination for recruitment into the cadre; training of reserve officers called into active service; recruitment of professional soldiers, workers, and public employees in national defense;
+ Responsibilities of agencies, organizations, and individuals in the medical examination under the management of the Ministry of National Defense.
- Health examination standards and health assessment for military pilots, airborne forces, parachute forces, and submarine sailors are not within the scope of Circular 105/2023/TT-BQP.
- Health standards, periodic health checks, health checks according to task requirements for officers, professional soldiers, non-commissioned officers, and active-duty soldiers; official defense, workers, and public employees in national defense are implemented according to Circular 37/2021/TT-BQP, which specifies classification, health check, and task management for military personnel, official defense, workers, and public employees in national defense.
Circular 105/2023/TT-BQP applies to subjects: Agencies, units, organizations, and individuals involved in the preliminary health screening, assessment, health check; re-examination, health assessment for subjects under the management scope of the Ministry of National Defense.

What are the health standards according to Circular 105/2023/TT-BQP?
Based on Article 4 of Circular 105/2023/TT-BQP, the health standards are stipulated as follows:
- Health standards for military service performance are as follows:
+ General standards
Achieve health category 1, category 2, category 3 as specified in Articles 5 and 6 of Circular 105/2023/TT-BQP;
Do not call up citizens addicted to narcotic substances, narcotic precursors as specified in Decree 57/2022/ND-CP, which specifies the list of narcotic substances and precursors.
+ Special standards: Certain specific health standards in the selection for military service are regulated by the Minister of National Defense.
- Health standards for military recruitment for training at university, college, and intermediate levels in the full-time system; military recruitment for training at university and college levels in basic military careers:
+ General standards: Achieve health category 1, category 2 as specified in Articles 5 and 6 of Circular 105/2023/TT-BQP;
+ Special standards: Implement according to the regulations of the Ministry of National Defense on recruitment into schools within the Military.
- Health standards for recruitment into the cadre; training of reserve officers called into active service:
+ General standards: Achieve health category 1, category 2 as specified in Articles 5 and 6 of Circular 105/2023/TT-BQP;
+ Special standards: For specialized technical cadre positions that are difficult to attract human resources to the army, regulated by the Minister of National Defense.
- Health standards for recruitment of professional soldiers, workers, and public employees in national defense:
+ General standards: Achieve health category 1, category 2, category 3 as specified in Articles 5 and 6 of Circular 105/2023/TT-BQP;
+ Special standards: For positions recruiting professional soldiers, workers, and public employees in national defense in specialized technical fields that are difficult to attract human resources to the army, regulated by the Minister of National Defense.
What are the regulations on the military service medical examination process from January 1, 2024?
Based on the regulation in Clause 6, Article 8 of Circular 105/2023/TT-BQP, the military service medical examination process from January 1, 2024, is implemented as follows:
Step 1: Create a list of citizens for the military service examination;
Step 2: Announce the time and place for organizing the health check (Issue an order for the health check);
Step 3: Organize the health check according to the contents specified in Clause 5, Article 8 of Circular 105/2023/TT-BQP and implement in 2 rounds:
- Physical and clinical examination
- Sub-clinical examination, HIV screening, drug screening.
During the physical and clinical examination, if the citizen does not meet any of the health standards specified in Clause 1, Article 4 of Circular 105/2023/TT-BQP, the examination committee member will directly report to the Council Chairman for a decision to stop the examination. Blood and urine tests; HIV and drug tests are only conducted for citizens who meet health standards after physical, clinical, ultrasound, electrocardiogram, and straight chest X-ray examinations.
Organize consultation and HIV testing according to legal regulations on HIV/AIDS prevention for cases meeting health standards;
Step 4: Complete the military service health check form according to Form 3, Appendix V issued with Circular 105/2023/TT-BQP;
Step 5: Summarize and report the results of the military service health check according to Form 2b, Appendix VI issued with Circular 105/2023/TT-BQP.
