Regulations on foreign language training standards for Vietnamese guest workers

According to Article 1 of Circular 09/2023/TT-BLDTBXH, the regulations on foreign language training standards for Vietnamese guest workers, are as follows:

Issued along with this Circular are the economic-technical standards for training in four (04) foreign languages (English, Korean, Japanese, and Chinese) for Vietnamese Vietnamese guest workers under contract, including:

[1] Economic-technical standards for basic English training (as stipulated in Appendix 01 issued with Circular 09/2023/TT-BLDTBXH).

[2] Economic-technical standards for job-related English training (as stipulated in Appendix 02 issued with Circular 09/2023/TT-BLDTBXH).

[3] Economic-technical standards for basic Korean training (as stipulated in Appendix 03 issued with Circular 09/2023/TT-BLDTBXH).

[4] Economic-technical standards for job-related Korean training (as stipulated in Appendix 04 issued with Circular 09/2023/TT-BLDTBXH).

[5] Economic-technical standards for basic Japanese training (as stipulated in Appendix 05 issued with Circular 09/2023/TT-BLDTBXH).

[6] Economic-technical standards for job-related Japanese training (as stipulated in Appendix 06 issued with Circular 09/2023/TT-BLDTBXH).

[7] Economic-technical standards for basic Chinese training (as stipulated in Appendix 07 issued with Circular 09/2023/TT-BLDTBXH).

[8] Economic-technical standards for job-related Chinese training (as stipulated in Appendix 08 issued with Circular 09/2023/TT-BLDTBXH).

Goals, principles of formulating and applying economic-technical standards for foreign language training for Vietnamese guest workers

According to Article 3 of Circular 09/2023/TT-BLDTBXH, the goals, principles of formulating, and applying economic-technical standards are as follows:

- The economic-technical standards for foreign language training for Vietnamese Vietnamese guest workers under contract are the consumption of factors such as labor, equipment, materials, and physical facilities to complete the training for one learner to achieve the training program's goals. It is calculated under conditions of a theoretical class with 35 learners, practical class with 18 learners, and training time according to each specific subject stipulated in Article 1 of Circular 09/2023/TT-BLDTBXH.

- The economic-technical standards issued in Article 1 of Circular 09/2023/TT-BLDTBXH are used as the basis for building and issuing the price of foreign language training services for Vietnamese Vietnamese guest workers under contract using state budget funds.

- Agencies, organizations, enterprises, and individuals subject to Circular 09/2023/TT-BLDTBXH will apply all or part of the standards issued under Circular 09/2023/TT-BLDTBXH based on actual requirements and conditions.

General regulations on economic-technical standards for English training Under Circular 09/2023/TT-BLDTBXH

According to Appendix 01 issued with Circular 09/2023/TT-BLD, the general regulations on economic-technical standards for English training are as follows:

- Course Name: Basic English

- Training Duration: Less than 3 months

- Training Hours: 285 hours (Theory: 86 hours; Practice: 186 hours; Examination: 13 hours)

- Training Object: Workers within legal working age, in good health condition

- Certificate Issued Upon Completion: Training Certificate

- Economic-technical standards for basic English training are the consumption of factors such as labor, equipment, materials, and physical facilities to complete the training for one learner to achieve the training program's goals.

- The economic-technical standards for basic English training are calculated under conditions of a theoretical class with 35 students, a practical class with 18 students, and a training time of 285 hours.

- Some factors not included in the standards are: Equipment for management purposes, indirect labor services; standards for lighting electricity, water for living during the training process; standards for raw materials for periodic maintenance of equipment; costs of the overall management system; and the profit of the training executing unit.

- Indirect labor tasks include: Organizing and implementing the enrollment plan; preparing learning materials; developing and implementing teaching and learning plans, and necessary physical conditions for teaching and learning; organizing examinations and aggregating results; issuing training certificates and managing training records; financial settlement; and archive management.
