Pursuant to Article 5 of Regulation 67-QD/TW in 2022 of the Central Executive Committee stipulating the functions, duties, powers, organizational structure, working regime and working relationships of the Divisional Steering Committee to anti-corruption and anti-negativity in municipalities as follows:
“Article 5. Duties of Provincial Steering Committee
1. Advise and propose standing committees of provincial and municipal Party committees to develop and issue resolutions, directives, programs and plans to concretize and organize the guidelines and policies of the Communist Party's and laws of the State on the anti-corruption and anti-negativity in the locality.
2. Direct and organize the implementation or advising and proposing the Standing Committee of the Provincial Party Committee and the City Party Committee to lead and direct the implementation of conclusions and directions of the Central Steering Committee, the Standing Committee of the Central Steering Committee and conclusions and recommendations of the competent authorities at the central level related to anti-corruption and negativity in the locality.
3. Direct, urge, harmonize, coordinate, inspect and supervise Party committees at all levels and organizations under the provincial and municipal Party Committees in the implementation of guidelines and policies of the Party and laws of the State and resolutions, directives, programs and plans of the provincial Party Committee, the provincial Party Committee, the standing committee of the provincial Party Committee and the municipal Party Committee on the prevention and anti-corruption and anti-negativity.

9. Perform other duties assigned by the Standing Committee of the Provincial Party Committee, the City Party Committee and the Central Steering Committee.”

According to Article 3 of Regulation 67-QD/TW in 2022 of the Central Executive Committee, the scope of direction of the Provincial Steering Committee in the anti-corruption and anti-negativity is as follows:
“Article 3. Scope of direction of the Provincial Steering Committee
1. Direct the anti-corruption; anti-negative, focus on deterioration in political ideology, morality, lifestyle among party members, officials and public employees, first of all, leaders and managers at all levels in the locality.
2. Direct the handling of complicated corruption and negative cases of concern to the public in the locality in accordance with the Party's regulations and the State's laws.”
Accordingly, the Provincial Steering Committee shall direct the anti-corruption and anti-negativity in the degradation of political ideology and morality of party members, officials and public servants at all levels in the locality; directly handle cases related to corruption and negativity occurring in the locality.
What are the powers of the provincial steering committee in anti-corruption and anti-negativity?
Pursuant to Article 6 of Regulation 67-QD/TW in 2022 of the Central Executive Committee stipulating the powers of the Provincial Steering Committee in the anti-corruption and anti-negativity as follows:
- Request all levels of party committees, party organizations under the provincial Party Committee, city party committee, agencies, organizations, units and competent persons of the locality to report on the leadership, direction and the situation and results of the public administration on anti-corruption and anti-negativity; handle a number of corruption and negative cases; the settlement of complaints and denunciations and handling of information about corrupt and negative acts; the implementation of anti-corruption and anti-corruption measures at agencies, organizations and units under the leadership and management competence.
- Request all levels of party committees and organizations under the provincial and municipal Party Committees to lead and direct competent agencies, organizations and persons to examine, inspect, investigate and handle cases and cases involving signs of corruption, negative; direct the review of the examination, inspection, investigation and handling when there are grounds to believe that the conclusions and handling are not objective, accurate and serious.
- Request local examination, inspection, investigation, prosecution, trial and judgment enforcement agencies to conclude and handle corruption and negative cases and cases. Direct the handling of a number of specific cases or cases or request competent agencies, organizations and persons to reconsider the settlement or re-settlement in order to ensure strict handling in accordance with the Party's regulations and the State's laws. In case of necessity, decide to establish interdisciplinary working groups to direct the implementation and coordinate to remove difficulties and obstacles in the process of handling a number of complicated corruption and negative cases, local public opinion.
- Propose to the standing committee of the provincial Party Committee, Party Committee of cities to consider, decide or request the competent authorities in the locality to examine and promptly handle them according to the Party's regulations and the State's laws when there is a base that party members, officials and public employees commit corruption and negativity, violate the Party's regulations, violate laws related to corruption, be negative or obstruct or cause difficulties for anti-corruption and negative activities.
- Request all levels of party committees, party organizations under the provincial Party Committee, party committee of cities and local functional agencies in the process of inspection, supervision, inspection, investigation, prosecution, trial and judgment execution, if detecting violations related to officials belonging to the standing committees of the provincial Party Committee, party committee of cities, and all levels of management at all levels, promptly report it to the provincial Steering Committee or the management committee of that officials for direction handle according to the Party's regulations and the State's laws; and at the same time transfer dossiers and documents related to the inspection committee of the provincial Party Committee, the city party committee and the inspection committee under the management committee of that officials for inspection and handling according to the Party's regulations. Thus, the Provincial Steering Committee has the right to require all levels of party committees and organizations to report on the leadership, direction and implementation of anti-corruption and anti-corruption work.
