Pursuant to the provisions of Article 13 of Decree 76/2023/ND-CP, psychological counseling services and skills in responding to domestic violence for domestic violence victims are provided as follows:
- Facilities supporting the prevention and combat against domestic violence include:
+ Medical service facilities;
+ Social support facilities;
+ State legal aid centers and organizations participating in legal aid;
+ Facilities that provide domestic violence and combat support services.
- The provision of psychological counseling services and skills in responding to domestic violence for domestic violence victims shall be carried out directly or indirectly.
- The Ministry of Culture, Sports and Tourism of Vietnam shall take charge, develop, and promulgate documents guiding the psychological counseling and skills in responding to domestic violence.

What are the responsibilities of people who commit acts of domestic violence in Vietnam?
Pursuant to the provisions of Article 10 of the Law on Prevention and Control of Domestic Violence 2022, people who commit acts of domestic violence have the following responsibilities:
- Stop domestic violence;
- Comply with requests and decisions of competent agencies, organizations and individuals when applying measures to prevent, stop, protect, support and handle violations of the law on domestic violence prevention and control. family;
- Timely take people suffering from domestic violence to emergency and treatment. Caring for people experiencing domestic violence, unless the person experiencing domestic violence, the guardian or legal representative of the person experiencing domestic violence refuses;
- Compensate for damages and overcome the consequences caused by them to people suffering from domestic violence, people participating in domestic violence prevention and control, and other organizations and individuals.
In addition, a person who commits an act of domestic violence is the guardian or legal representative of the person experiencing domestic violence and is not allowed to exercise the rights of a guardian or representative according to the provisions of this Law. This is for a domestic violence case committed by me.
What are the procedures for domestic violence prevention and combat counseling in Vietnam?
Pursuant to the provisions of Article 16 of the Law on Prevention and Control of Domestic Violence 2022, domestic violence prevention and combat counseling are as follows:
(1) Contents of counseling for domestic prevention and combat include:
- Information, knowledge, and laws on domestic violence prevention and combat, marriage and family, gender, gender quality, and regulations of relevant laws; rights and responsibilities of domestic violence victims and other family members;
- Behavioral skills in families, organization of family life, construction of a happy family, handling of domestic violence, and care for domestic violence victims.
(2) Subjects of domestic violence prevention and combat counseling:
- Domestic violence victims;
- Perpetrators;
- Children, pregnant women, women raising children under 36 months old, the elderly, disabled people, people who are unable to take care of themselves, and people living in ethnic minority areas, mountainous areas, areas with difficult socio-economic conditions, and areas with extremely difficult socio-economic conditions;
- People who regularly have acts of promoting violence, stigma, and discrimination on gender, sexuality, and gender stereotypes;
- People who are going to get married.
(3) People’s Committees at various levels shall take charge and cooperate with Women's Unions at the same level and other agencies and individuals in guiding and enabling counseling activities; providing advanced training in skills and knowledge of domestic violence prevention and combat for people engaging in grassroots domestic violence prevention and combat.
What are the state budget expenditures on domestic violence prevention and combat counseling in Vietnam?
Pursuant to the provisions of Article 36 of Decree 76/2023/ND-CP, state budget expenditures on domestic violence prevention and combat counseling are as follows:
- Expenditures on the establishment of counseling departments and divisions: phones, computers, devices, and supplies prescribed by laws.
- Expenditures on the compilation of new documents; amendments and updates on documents in conformity with the counseling contents according to the regulations of the Minister of Finance of Vietnam.
- Expenditures on remunerations for counselors according to labor and working contracts shall be based on agreements according to the productivity, quality, and efficiency of work and the law on salaries and remunerations.
- Expenditures on electricity, water, stationery, and photocopies of documents for counseling shall be based on invoices, receipts, and local market prices but shall not exceed 5.000.000 VND per month per facility.
