What are the regulations for the National Science and Technology Research Competition for new students in 2024 according to Circular 06?

On April 10, 2024, the Minister of Education and Training issued the Regulations for the National Science and Technology Research Competition for junior high and high school students, promulgated together with Circular 06/2024/TT-BGDDT.

Article 3 of the Regulations promulgated together with Circular 06/2024/TT-BGDDT clearly states the content and format of the national science and technology research competition for junior high and high school students as follows:

- Competition content

+ Competition content is the result of the implementation of the student’s scientific and technological research projects in the fields specified in Appendix 1 attached to the Regulations promulgated together with Circular 06/2024/TT-BGDDT. The competing project may be carried out by one student or by two students from the same educational institution.

+ The report on the results of the competing project includes the following basic contents: research questions (for scientific projects) or research problems (for technological projects); design and research methods; data collection, analysis, and interpretation (for scientific projects) or fabrication and testing (for technological projects).

- Competition format

+ Each competing project submits the project implementation results report as required and displays an explanatory board of the project results (hereinafter referred to as a poster) in the competition area.

+ The author or group of authors presents a summary of the project implementation results and answers the judges' interviews at the poster display area.

What are the competing units, the number of competing projects, contestants, and the research mentors for the national science and technology research competition?

Based on Article 5 of the Regulations promulgated together with Circular 06/2024/TT-BGDDT, the competing units, number of competing projects, contestants, and research mentors for the national science and technology research competition are as follows:

- Competing units

Each Department of Education and Training; each high school directly under the Ministry and agencies equivalent to the Ministry (hereinafter collectively referred to as schools directly under the Ministry); each university, college, institute, academy with a high school is a competing unit.

- Number of competing projects

+ For competing units that are Departments of Education and Training, each competing unit is allowed to register a maximum of 03 (three) competing projects. Specifically, the Department of Education and Training of Hanoi and the Department of Education and Training of Ho Chi Minh City, each unit is allowed to register up to 06 (six) competing projects.

+ For competing units that are schools directly under the Ministry, universities, colleges, institutes, academies, each unit is allowed to register a maximum of 02 (two) competing projects.

+ The unit hosting the competition is allowed to register a maximum of 06 (six) competing projects. Particularly, the hosting unit that is the Department of Education and Training of Hanoi or the Department of Education and Training of Ho Chi Minh City, each unit is allowed to register up to 12 (twelve) competing projects.

- Contestants and research mentors

+ Contestants must meet the following conditions:

+ Students in grades 8, 9, 10, 11, 12.+ Volunteer participation and selection for the competition team of the competing unit.+ Have academic performance and conduct results in the first semester (if the competition is held in the second semester) or the academic year preceding the year of the competition (if the competition is held in the first semester) of at least a good rating.+ Each contestant is only allowed to participate in 01 (one) competing project in 01 (one) competition organization.

- Research mentors

+ Each competing project must have at least 01 (one) research mentor who is a professional teacher or staff member suitable to the competing project working at the educational institution where the contestant is studying.

+ Each research mentor is only allowed to guide 01 (one) competing project in 01 (one) competition organization.

What is the organization time of the national science and technology research competition for students?

Based on Article 6 of the Regulations promulgated together with Circular 06/2024/TT-BGDDT, the time, location, and funding for the organization of the Competition are specified as follows:

Time, location, and funding for the organization of the Competition

1. The competition is organized once per year.

2. The time and location for the annual competition will be announced in the organizing guidance document by the Ministry of Education and Training.

3. The funding for organizing the competition comes from the state budget and other lawful funding sources, including the funding for organizing the competition at the hosting unit paid by the hosting unit, and the funding for evaluating and grading the competing projects paid by the Ministry of Education and Training. The content and expenditure levels for the competition activities are implemented according to current regulations. In cases of specific expenditure levels beyond the general regulations of the Ministry of Finance, the paying units submit to the competent authorities for decision according to the Law on State Budget.

The national science and technology research competition for junior high and high school students is organized once per year.

Circular 06/2024/TT-BGDDT takes effect from May 27, 2024.
