On the morning of October 23, 2023, at the National Assembly House in Hanoi, under the chairmanship of Politburo member and National Assembly Chairman Vuong Dinh Hue, the 6th session of the 15th National Assembly officially opened.
The Prime Minister of the Government of Vietnam announced that in 2025, the Government of Vietnam will implement a salary policy reform for the public sector in accordance with Resolution 27-NQ/TW in 2018 of the Central Committee starting from July 1, 2024.
At the same time, the Government of Vietnam will continue to adjust regional minimum wages and salary policies for the business sector according to regulations.
From 2025 onwards, continue to adjust the average salary increase by 7% per year for officials and public employees, armed forces until the lowest salary is equal to or higher than the lowest salary of region I in the business sector.

According to Resolution 27-NQ/TW in 2018, the statutory pay rate and current salary coefficients will be abolished, and a basic salary amount will be established in the new salary scale.
The salary scale of the military and police in sub-item 3.1 Section 3 Part II of Resolution 27-NQ/TW in 2018 specifies the contents of the reform on the design of the new salary structure for the public sector as follows:
- Basic salary (accounting for about 70% of the total salary fund)
- Allowances (accounting for about 30% of the total salary fund).
- Bonus (the bonus fund accounts for about 10% of the total salary fund of the year, excluding allowances).
Build and issue a new system of 3 salary scales for the military and police based on job positions, titles, and leadership roles to replace the current salary system; transfer old salaries to new salaries, ensuring that they are not lower than the current salaries, including:
- 1 salary scale for military officers, professional police officers, and non-commissioned officers (according to position, title, and rank or grade).
- 1 salary scale for professional soldiers, technical police officers
- 1 salary scale for defense workers, police workers (while maintaining the salary correlation of the armed forces with administrative officials as currently).
The salary of the military and police according to Resolution 27-NQ/TW in 2018, in addition to income from salary and allowances, after implementing the salary reform expected from July 1, 2024, the military and police forces could additionally receive an income from bonuses (the bonus fund accounting for about 10% of the total salary fund of the year, excluding allowances).
Thus, the salary of the military and police according to Resolution 27-NQ/TW in 2018 is expected to increase.
What factors are the new salary scales for the police and military based on?
In point c, item 3.1 Section II of Resolution 27-NQ/TW in 2018, specific factors to design the new salary scale are identified as follows:
- Abolish statutory pay rate and current salary coefficients, establish a basic salary amount in the new salary scale.
- Expand the salary relation as a basis to determine specific salary amounts in the salary system, gradually approaching the salary relation of the enterprise sector suitable to the state's resources.
- Improve policies for regular salary increases and early salary increases for officials and public employees and armed forces in accordance with the new salary scale regulations.
What is the roadmap for implementing salary reform according to Resolution 27?
Resolution 27-NQ/TW in 2018 sets specific goals for salary reform from 2021 to 2025 and a vision to 2030 as follows:
* For the public sector
- From 2021, apply a unified salary policy for officials and public employees, armed forces throughout the entire political system.
- In 2021, the lowest salary for officials and public employees will be equal to the average lowest salary in the regions of the business sector.
- Regularly adjust the salary amount in accordance with the consumer price index, economic growth rate, and the state budget's capacity.
- By 2025, the lowest salary for officials and public employees will be higher than the average lowest salary in the regions of the business sector.
- By 2030, the lowest salary for officials and public employees will be equal to or higher than the lowest salary in the highest region of the business sector.
* For the business sector
- From 2021, the state will periodically adjust the regional minimum wage based on recommendations from the National Wage Council. Enterprises will implement salary policies based on negotiations and agreements between employers and employees and representatives of the workers' collective; the state will not interfere directly with the enterprise's salary policy.
- Manage labor and salary in state enterprises through a cost-based salary contract method linked to the business task of the enterprise until 2025 and towards assigning business tasks to the enterprise by 2030.
