Based on Clause 3, Article 6 of the Rules on Sessions of the National Assembly issued together with Resolution 71/2022/QH15 as follows:
Program of National Assembly Sessions
1. Based on laws, resolutions of the National Assembly, ordinances, resolutions of the Standing Committee of the National Assembly, proposals of the President, the Prime Minister, the Central Committee of the Vietnam Fatherland Front, the Chief Justice of the Supreme People's Court, the Procurator General of the Supreme People's Procuracy, the State Auditor General, the Ethnic Council, committees of the National Assembly, and National Assembly deputies, the Standing Committee of the National Assembly drafts the program of the National Assembly sessions.
2. The construction of the estimated program of the National Assembly sessions ensures it aligns with practical requirements; among which, priority is given to allocating time to discuss draft laws and draft resolutions submitted to the National Assembly for approval at the session before considering other draft laws and draft resolutions; the session for discussing socio-economic issues is organized before the session for questioning; related topics are arranged for discussion together.
3. The estimated program of the National Assembly sessions is sent for comments to National Assembly deputies and related agencies, organizations no later than 30 days before the session's opening date for regular sessions and no later than 7 days before the session's opening date for extraordinary sessions.

How Does the National Assembly Review and Approve the Program of Sessions at the Preliminary Meeting?
According to Clause 4, Article 6 of the Rules on Sessions of the National Assembly issued together with Resolution 71/2022/QH15 as follows:
- The program of National Assembly sessions is reviewed and approved by the National Assembly at the preliminary meeting in the following order:
+ The Standing Committee of the National Assembly reports on the explanation, acceptance, and modification of the estimated program of the National Assembly sessions.
At the first session of each National Assembly term, the Standing Committee of the previous National Assembly term reports on the explanation, acceptance, and modification of the estimated program of the National Assembly sessions;
+ The National Assembly reviews and approves the program of the National Assembly sessions.
- If necessary, based on proposals of the President, the Prime Minister, the Central Committee of the Vietnam Fatherland Front, the Chief Justice of the Supreme People's Court, the Procurator General of the Supreme People's Procuracy, the State Auditor General, the Ethnic Council, committees of the National Assembly, and National Assembly deputies, the Standing Committee of the National Assembly submits the modification or supplementation of the program of the National Assembly sessions for the National Assembly's review and decision in the following order:
- The Standing Committee of the National Assembly submits the modification or supplementation of the program of the National Assembly sessions for the National Assembly’s review;
- The National Assembly reviews and approves the modification or supplementation of the program of the National Assembly sessions.
Additionally, if there is a need to adjust the time for implementing the content of the National Assembly session, broadcasting, televised sessions of the National Assembly in the approved program, the Standing Committee of the National Assembly decides and reports to the National Assembly.
When Will the Press Conference on the National Assembly Session Be Held? Who Organizes It?
Based on Article 9 of the Rules on Sessions of the National Assembly issued together with Resolution 71/2022/QH15 as follows:
Information about National Assembly Session
1. The General Secretary of the National Assembly is responsible for organizing the provision of information about the program and content of the National Assembly sessions and the activities of the National Assembly during the sessions as per legal regulations.
2. The General Secretary of the National Assembly organizes press conferences on the National Assembly sessions before the opening and after the closing of the National Assembly sessions. If necessary, the General Secretary of the National Assembly organizes press conferences to provide official information about events at the National Assembly sessions.
3. The General Secretary of the National Assembly announces resolutions of the National Assembly no later than 15 days from the date of approval, except where otherwise provided by law.
4. The opening and closing sessions of the National Assembly, sessions discussing socio-economic issues, the state budget, and questioning sessions at the National Assembly are broadcast live on the Voice of Vietnam, Vietnam Television, and Vietnam National Assembly Television. Other sessions of the National Assembly are broadcast live according to the decision of the National Assembly documented in the session program.
5. The General Secretary of the National Assembly decides that materials serving the National Assembly sessions are posted on the National Assembly’s electronic portal.
6. Key documents of each National Assembly session are published in the minutes of the National Assembly sessions issued and distributed electronically by the Office of the National Assembly.
7. Representatives of press and news agencies are facilitated at specific areas for attending and reporting on public sessions of the National Assembly in compliance with the law on journalism. The General Secretary of the National Assembly specifies the activities of representatives of press and news agencies at the sessions of the National Assembly.
Thus, the General Secretary of the National Assembly organizes press conferences on the National Assembly sessions before the opening and after the closing of the National Assembly sessions.
If necessary, the General Secretary of the National Assembly organizes press conferences to provide official information about events at the National Assembly sessions.
Additionally, the opening and closing sessions of the National Assembly, sessions discussing socio-economic issues, the state budget, and questioning sessions at the National Assembly, and the oath-taking ceremony are broadcast live on the Voice of Vietnam, Vietnam Television, and Vietnam National Assembly Television.
Other sessions of the National Assembly are broadcast live according to the decision of the National Assembly documented in the session program.
