What are the procedures for obtaining a Certificate of Business Eligibility for Mini Football Fields?
According to Article 20 of Decree 36/2019/ND-CP, the procedures for obtaining a Certificate of Business Eligibility for Football Fields are as follows:
- The enterprise submits 01 set of application documents to the specialized sports authority under the Provincial People's Committee where the business location for sports activities is registered or where the enterprise has its main office in case of multiple business locations for sports activities.
- The specialized sports authority under the Provincial People's Committee issues the enterprise a receipt for the application.
In cases where the application needs to be amended or supplemented, the authority issuing the Certificate of Eligibility notifies directly or in writing the contents that need amendment or supplementation to the enterprise within 03 working days from the date of receipt of the application.
- The inspection of business conditions for sports activities of the enterprise is conducted through a summary of the preparation status of business conditions on the following contents:
+ Having a suitable team of specialized staff;
+ Having facilities and equipment that meet the requirements for sports activities.
- The receipt of the application and the return of results are conducted at the office of the authority issuing the Certificate of Eligibility or by postal service, or via electronic network.
What are the facility conditions for operating a football field?
Based on Article 3 of Circular 18/2018/TT-BVHTTDL, the facility conditions for operating a football field are as follows:
- The field surface must be level and covered with one of the following materials: natural grass, artificial grass, clay, fine sand, wooden floor, synthetic plastic, or synthetic resin.
- The field surface and the surrounding area must be free of obstructions and materials that easily cause injuries; the surrounding area must not be higher than the field surface, if higher, it must be covered with a safe material.
- The distance from the sideline and end line of the field to the fence, stand, or adjacent field must be at least 2.5 meters.
- Football fields adjacent to residential houses, public works, or roads must have a fence or net surrounding the field at least 5 meters high.
- Ensure lighting on the field is at least 150 lux.
- In case there is a goal kick practice wall, the wall must be at least 5 meters wide, at least 2.5 meters high, and made of durable materials.
- Have a first aid kit according to the regulations of the Ministry of Health.
- Have restroom and changing area for participants practicing and playing football.
- Have a regulation board including the following main contents: Training hours; participants; prohibited participants; training attire; safety measures during training.
What are the ways for individuals to do business with mini football fields?
Based on Article 14 of Decree 112/2007/ND-CP, the regulations are as follows:
Household Business in Sports Activities
1. Household business in sports activities as stipulated in Article 56 of the Law on Physical Education and Sports is owned by a Vietnamese citizen or a group of people or a household, only allowed to register business activities at one location, using no more than 10 laborers, no corporate seal, and responsible with all their assets for their business activities.
2. The rights to establish, procedures for business registration, and registration of changes in business registration content of household businesses follow the provisions of the law on enterprises.
Referring to Article 56 of the Law on Physical Education and Sports 2006, the regulations are as follows:
Household Business in Sports Activities
1. Household business in sports activities is carried out according to this Law and the law on enterprises.
2. Household business in sports activities employing ten or more regular laborers must register to establish an enterprise.
Individuals are allowed to do business with mini football fields in the form of household businesses.
However, household businesses using ten or more regular laborers must register to establish an enterprise.
Thus, individuals can do business with mini football fields either as a household business or by establishing an enterprise.
