- The Director directly receives information from the press, actively exchanges, and provides information to the press according to the regulations.

- For content not within the function, duties, authority, or exceeds the competence, the Director reports to the Ministry's Leaders or exchanges with the spokesperson to transfer to another unit as regulated.

Based on the provisions of Article 8 of the Regulation on Speaking and Providing Information to the Press of the Ministry of Culture, Sports, and Tourism issued with Decision 562/QD-BVHTTDL the regulations are as follows:

Cooperation in preparing content for providing information to the press

1. The related agencies and units are responsible for cooperating with the spokesperson in preparing the content, providing information to the press within a period not exceeding 02 working days for the Office of the Ministry to consolidate and report to the Ministry's Leaders.

2. When requested by the spokesperson or the authorized spokesperson, the related agencies and units are responsible for cooperating in handling and preparing press information content fully, seriously, and on time.

According to the above provision, the deadline for related agencies and units to cooperate with the spokesperson in preparing content and providing information to the press is within 02 working days for the Office of the Ministry to consolidate and report to the Ministry's Leaders.

What are the principles for speaking and providing information to the press?

Based on Article 4 of the Regulation on Speaking and Providing Information to the Press of the Ministry of Culture, Sports, and Tourism issued with Decision 562/QD-BVHTTDL, the principles for speaking and providing information to the press are regulated as follows:

- The spokesperson, the authorized spokesperson prescribed in points b, c clause 1 Article 3 of the Regulation on Speaking shall represent the Ministry of Culture, Sports, and Tourism in speaking and providing information to the press. The information provided to the press is official information about the activities and viewpoints of the Ministry of Culture, Sports, and Tourism.

- Speaking and providing information to the press must ensure accuracy, promptness, effectiveness, and suitability with the purposes of each press agency.

- Individuals under the Ministry of Culture, Sports, and Tourism who are not assigned the task of speaking and providing information to the press can provide information to the press according to the law but are not allowed to represent the Ministry of Culture, Sports, and Tourism in speaking, providing information to the press, and are responsible before the law for the content of the information provided.

Based on the provisions of Article 6 of the Regulation on Speaking and Providing Information to the Press of the Ministry of Culture, Sports, and Tourism issued with Decision 562/QD-BVHTTDL, the process for receiving and handling press information of the Ministry of Culture, Sports, and Tourism is regulated as follows:

Upon receiving information that needs to be provided to the press, the spokesperson consults and proposes to the Minister the resolution and provides speech:

- For content where the Ministry's Leaders act as the spokesperson and provide information to the press, the Office of the Ministry is responsible for:

+ Leading and cooperating with related agencies and units to prepare the content, and report to the Ministry's Leaders for consideration and decision.

+ Arranging for the Ministry's Leaders to answer interviews from the press agencies, journalists.

+ Sending the approved content to the press agencies, journalists in writing or via email (in the case of not meeting face-to-face or direct interview).

- For content where the heads of units advising on state management act as the spokesperson and provide information to the press as prescribed in point c clause 1 Article 3 of the Regulation on Speaking and Providing Information to the Press of the Ministry of Culture, Sports, and Tourism issued with Decision 562/QD-BVHTTDL:

+ In case the Office of the Ministry directly receives the content, and questions from the press, journalists: Based on the function and duties of the unit, the Office of the Ministry transfers the content, and questions to the head of the unit to act as the spokesperson and provide information to the press, journalists within the scope authorized by the Minister.

+ In case the head of the unit directly receives the content, and questions from the press, journalists: Proactively arrange for speaking and providing information to the press, journalists within the scope authorized by the Minister.

+ After acting as the spokesperson and providing information to the press, journalists, the head of the unit sends the content to the Office of the Ministry (in writing or via email) for consolidation and reporting to the Minister.
