Evaluation Process and Quality Classification in the Political System
According to the provisions of Article 11 Regulation 124-QD/TW of 2023, the annual evaluation and quality classification of collectives and individuals are conducted in three steps:
- Step 1: Collectives and individuals conduct self-evaluation and classification.
Based on classification criteria, each organization, collective, or individual analyzes its quality and classifies itself into one of four levels as stipulated.
- Step 2: Verification and proposal of classification levels.
Based on the results of self-evaluation and classification of collectives and individuals, and the opinions of relevant agencies, the advisory body on organizational and personnel affairs verifies and proposes quality classification levels.
- Step 3: Authorized levels decide on the quality classification.
For collectives and individuals with evaluation and classification results, if there are complaints, denunciations, signs of party discipline violations, state law violations, internal disunity, the superior party committee directly oversees the verification, inspection, and re-evaluation of the results.
In particular, note the following order:
- First, evaluate and classify the activities of the government, professional work, and unions; then the party organization; lower-level collectives first, higher-level collectives afterward; leadership and management collectives first, member individuals afterward.
- After completing the evaluation and classification of localities, organizations, agencies, and units, evaluate and classify the heads of these entities.
- Consistently implement the evaluation and classification for organizations, leadership, and management collectives from grassroots to provincial levels, party committees, party groups, and party committees directly under the Central Committee.

Which Collectives Must Conduct Annual Self-Evaluation in the Political System?
The collectives required to conduct annual self-evaluation and criticism are specified in Article 5 Regulation 124-QD/TW of 2023, specifically include:
- Party committees and organizations:
+ The Politburo, the Central Secretariat of the Communist Party.
+ Standing committees of party committees directly under the Central Committee; standing committees of provincial and district party committees; standing committees of superior party committees at public service providers, state enterprises at the central and local levels (including standing committees of grassroots party committees assigned or piloted to the superior level) and grassroots standing committees (where there are no standing committees, the executive committees will conduct the self-evaluation).
+ Party groups and party committees at the central and local levels.
- Leadership and management collectives:
+ Leadership and management collectives of advisory bodies assisting the Communist Party at the central and local levels; leadership collectives of the Office of the President, Office of the Government of Vietnam, Office of the National Assembly; Ho Chi Minh National Academy of Politics, Vietnam Academy of Science and Technology, Vietnam Academy of Social Sciences, Vietnam News Agency, Voice of Vietnam, Vietnam Television, Nhan Dan Newspaper, Communist Review, National Political Publishing House Truth, Vietnam National University, Hanoi, Vietnam National University, Ho Chi Minh City, and the Central Secretariat of the Ho Chi Minh Communist Youth Union.
+ Standing collectives of the Ethnic Council, standing collectives of National Assembly committees, leadership collectives of agencies under the Standing Committee of the National Assembly.
+ Leadership, and management collectives of ministries and central authorities, Vietnam Fatherland Front, central political-social organizations and their affiliated units; leadership and management collectives at provincial, district, grassroots levels, public service providers, and state enterprises (guided by party committees, party groups, central party committees according to their authority).
Content of Self-Evaluation for Party Committees, Organizations, Leadership, and Management Collectives
Based on Clause 1 Article 6 Regulation 124-QD/TW of 2023, the content of self-evaluation for party committees, organizations, leadership, and management collectives includes:
- Compliance with organizational and operational principles, especially the principle of democratic centralism; implementation of working regulations.
- Results of implementing the goals, targets, tasks set out in the congress resolution, annual plans, and work programs approved by the competent authority.
- Party building, rectifying the Communist Party, and the political system; the competence and responsibility of leadership collectives; setting examples; accountability; anti-corruption, combating negativity, waste and curbing, eliminating signs of ideological, political, ethical, lifestyle degradation, "self-evolution", "self-transformation" within the organization linked to learning and following Ho Chi Minh's ideology, ethics, and style; inspection, supervision, party discipline, and handling complaints, denunciations, suggestions, and feedback from organizations and individuals.
- The collective responsibility of leadership in performing political tasks of the locality, organization, agency, or unit.
- Issues suggested for self-evaluation; overcoming shortcomings pointed out by the competent authority and identified in the previous self-evaluation (if any).
The self-evaluation content should focus on clarifying the achievements, shortcomings, weaknesses, causes, solutions, and timelines for overcoming them.
