The appraisal dossier of the proposal includes a submission from the People's Committee, a resolution from the same-level People's Council, and the classification proposal dossier established as per regulations, including:
- Explanation of the proposal detailing the necessity, legal basis, scope of the report; an overview of the historical process of the formation and development of urban areas; current investment situation and urban development according to the approved urban planning; assessment of the current urban development and quality of urban infrastructure works, compilation of information and data according to the criteria and standards for urban classification, and evaluating the level of response to the urban classification requirements; summary report of the urban development program and plan for improving urban quality in upcoming periods; conclusions and recommendations;
- Appendices attached to the proposal including:
+ Legal documents;
+ Opinions from specialized agencies under the provincial People's Committee on the proposal as stipulated in point b, clause 2, Article 12 of Resolution 26/2022/UBTVQH15;
- Relevant data tables and minimized drawings (A3) stamped with confirmation, including one diagram of the regional connection (one copy), one administrative boundary map of the urban area (one copy), one map of current urban construction status and the location of ongoing projects (one copy), one orientation diagram for spatial development (one copy), and two copies of short-term planning maps (displaying land use planning and technical infrastructure planning);
+ Report as stipulated in point c, clause 1, Article 13 of Resolution 26/2022/UBTVQH15 for existing urban areas in the case of a special urban, category I classification proposal for the expected establishment of a centrally-governed city.
Evaluation data for urban classification standards is based on data as of December 31 of the year immediately preceding the year the proposal is submitted to the appraisal agency, and provided, confirmed, or published by a competent state agency;
- A video illustrating the actual development status of the proposed urban area (about 20 minutes).

Based on sub-item 1, Section II, Part II of Administrative Procedures issued attached to Decision 1023/QD-BXD in 2023, the procedure for appraising the classification proposal of urban areas into categories I, II, III, and IV is as follows:
- The provincial People's Committee organizes the preparation of the classification proposal for special-category and category I urban areas, which are centrally-governed cities, to be submitted to the same-level People's Council for approval before sending to the appraisal agency;
- The district-level People's Committee organizes the preparation of the classification proposal for urban areas of category I (provincial cities, centrally-governed city subdivisions), categories II, III, and IV to be submitted to the provincial People's Committee, which then submits to the same-level People's Council for approval before sending to the appraisal agency;
Who has the authority to decide on urban classification?

1.6. Resolving Agency:
a) Authority to decide:
- The Prime Minister of Vietnam issues documents recognizing the review results of urban classification criteria for special-category, categories I, and II urban areas;
- The Minister of Construction issues documents recognizing the review results of urban classification criteria for categories III and IV urban areas; and decides the recognition of areas proposed to establish districts and wards that meet urban infrastructure development standards;
b) Implementing agency: Ministry of Construction, provincial People's Committee
The Prime Minister of Vietnam has the authority to decide on urban classification through the issuance of documents recognizing the review results of urban classification criteria for special-category, categories I, and II urban areas;
The Minister of Construction issues documents recognizing the review results of urban classification criteria for categories III and IV urban areas; and decides the recognition of areas proposed to establish districts and wards that meet urban infrastructure development standards.
