- When there are requests for information verification on citizen identity by agencies, organizations, or individuals in accordance with the law and the Ministry of Public Security.

The procedures for accessing and extracting information and documents in the Citizen Identity Archive are specified in Clause 3, Article 12 of Circular 10/2016/TT-BCA as follows:
(1) For agencies and organizations:
- A document (signed by the leader and stamped) from the requesting agency or organization stating the purpose and content to be accessed and extracted.
- An introduction letter from the agency or organization.
- Presentation of the Citizen Identity Card (Identity Card) or People’s Public Security ID Card.
(2) For individuals:
- A request form (with confirmation from the commune-level People's Committee of the place of permanent residence or the agency or organization where they work), clearly stating the purpose and content to be accessed and extracted.
- Documents related to the requested content (if any).
- Presentation of the Citizen Identity Card (Identity Card) or People’s Public Security ID Card.
What are the response times for requests to access and extract information and documents in the Citizen Identity Archive?
The response times for requests to access and extract information and documents in the Citizen Identity Archive are specified in Article 14 of Circular 10/2016/TT-BCA (amended and supplemented by Clause 6, Article 1 of Circular 39/2019/TT-BCA) as follows:
(1) For requests to access and extract information and documents to serve the issuance, replacement, or re-issuance of Citizen Identity Cards or Identity Cards, the time for the Citizen Identity Archive management agency to process and respond is regulated as follows:
- For requests to access and extract information to serve the issuance, replacement, or re-issuance of Citizen Identity Cards:
+ For agencies requesting access and extraction in urban districts, cities, and district-level towns, no more than 1.5 working days from the date of receiving the request.
+ For agencies requesting access and extraction in mountainous, highland, border, and island districts, no more than 5 working days from the date of receiving the request.
+ For agencies requesting access and extraction in other areas, no more than 3 working days from the date of receiving the request.
- For requests to access and extract information to serve the issuance, replacement, or re-issuance of Identity Cards:
+ For agencies requesting access and extraction in urban districts, cities, and district-level towns, no more than 3 working days from the date of receiving the request for cases serving new issuance and replacement of Identity Cards; no more than 7 working days from the date of receiving the request for reissuance of Identity Cards.
+ For agencies requesting access and extraction in mountainous, highland, border, and island districts, no more than 10 working days from the date of receiving the request.
+ For agencies requesting access and extraction in other areas, no more than 7 working days from the date of receiving the request.
(2) For requests from units within the Ministry of Public Security to access and extract information and documents to serve professional requirements, the time for the Citizen Identity Archive management agency to process and respond is regulated as follows:
- For urgent, priority, and immediate requests, no more than 8 hours from the time of receiving the request.
- For requests with sufficient information, no more than 5 working days from the time of receiving the request.
- For requests pending verification, no more than 15 working days from the time of receiving the request.
(3) For requests from other agencies, organizations, and individuals to access and extract information and documents, the time for the Citizen Identity Archive management agency to process and respond is regulated as follows:
- For requests with proper procedures and clear information, no more than 7 working days from the time of receiving the request.
- For requests pending verification, no more than 20 working days from the time of receiving the request.
