How to re-register for social insurance and health insurance in Vietnam?
Pursuant to Part B of the attached list of administrative procedures Decision 222/QD-BHXH 2021 stipulates as follows:
Step 1. Prepare and submit application
- In case the participant pays directly to the social insurance agency
+ Declare the declaration of participation, adjustment of information on social insurance and health insurance at point 1, section 2.3 (Dossier composition); submitted at the One-Stop-Shop of the Social Insurance Agency or at the HCC Service Centers at all levels.
- In case the participant pays directly to the collection agent
+ Declare the declaration of participation, adjust the information of social insurance and health insurance at point 1, section 2.3 (composition of the dossier) and section 2.4, and submit it to the collection agent.
+ The collection agent makes a list of participants of voluntary social insurance (Form D05-TS) and submits the declaration form TK1-TS of the participants to the social insurance agency.
- In case the participant has a request for refund of the voluntary social insurance premium, he/she shall make a dossier according to the provisions of Item b, point 1, section 2.3 (Component of the dossier), and submit it directly to the social insurance agency or the collection agent.
Step 2. Make payment
Step 3. The social insurance agency receives the dossier and settles it according to regulations.
Step 4. Receive settlement results including: Social insurance book; Refund decision and refund in the registered form.

How to apply for re-registration of social insurance and health insurance in Vietnam?
Pursuant to Part B of the attached list of administrative procedures Decision 222/QD-BHXH in 2021 stipulates as follows:
- For participants who pay directly to the social insurance agency, the application must be submitted in one of the following forms:
+ Through the public postal service;
+ Directly at the One-stop shop of the social insurance agency or at the HCC Service Centers at all levels.
- For participants who pay directly to the collection agent: submit the application file directly to the collection agent.
- For collection agents: in case of electronic transactions, the collection agents shall make records using the declaration software of the Vietnam Social Security Administration or the I-VAN organization; Sign the application electronically and send it to the Vietnam Social Insurance Portal or through I-VAN.
- Pay: participants can choose:
+ Pay cash to the social insurance agency (in case the participant pays directly to the social insurance agency);
+ Pay cash to the collection agent (in case the participant pays directly to the collection agent);
+ Deposit money through a bank account or smart utility system by registration method (in all cases).
- Receive results
+ Participants pay directly to the social insurance agency: receive the results at the One-Stop Department of the social insurance agency or at the HCC Service Centers at all levels or via postal service.
+ Participants pay directly to the collection agent: receive the results at the collection agent.
+ For participants who pay through a bank or smart utility system by registration method, they will receive results in the form of registration.
- Participants
+ In case of registration, re-registration, adjustment of voluntary social insurance contributions
+ Declaration of participation, adjustment of information on social insurance and health insurance
- In case of refund of paid contributions
+ Declaration of participation, adjustment of information information on social insurance, health insurance
+ Social insurance book;
+ A certified copy or a photocopy enclosed with the original of the death certificate (in case of death).

Pursuant to Part B of the attached list of administrative procedures Decision 222/QD-BHXH 2021 stipulates as follows:
- Social insurance of province, social insurance of district shall apply within 05 days from the date of receipt of complete dossier by social insurance agency as prescribed.
