Procedures on First-Time Vehicle Registration at Commune-Level Police Assigned Vehicle Registration Duties
In Section C, Part II of administrative procedures issued together with Decision 6640/QD-BCA in 2023, it is clearly stated that the procedure for first-time vehicle registration at the commune-level police assigned vehicle registration duties is executed as follows:
Step 1: Organizations and individuals (vehicle owners) registering the vehicle must comply with the provisions of Article 9 of Circular 24/2023/TT-BCA of the Minister of Public Security: Log into the public service portal and are responsible for fully declaring the contents specified in the electronic vehicle registration form or printing the vehicle registration form, signing it, writing their full name, and stamping (if it is an agency or organization).
After a successful declaration, the vehicle owner will receive an online vehicle registration dossier code, an appointment schedule for dossier processing notified by the public service portal via phone message or email to carry out vehicle registration procedures; provide the vehicle registration dossier code to the vehicle registration authority to carry out vehicle registration procedures in accordance with regulations; if unable to perform on the public service portal, the vehicle owner directly declares the vehicle registration form at the vehicle registration authority.
Step 2: The vehicle owner brings the vehicle to the communal-level police (commune, ward, commune-level town) to inspect the vehicle; provides the online vehicle registration dossier code and submits the vehicle dossier in accordance with Article 8 of Circular 24/2023/TT-BCA;
Step 3: The vehicle registration officer checks the documents of the vehicle owner; the vehicle documents, compares them with the information data of the vehicle owner on the vehicle registration, and management system, and inspects the actual vehicle as prescribed.
Step 4: After the vehicle registration officer verifies the vehicle dossier and actual vehicle to be compliant, the license plate is issued according to the regulation as follows:
- Issuing a new license plate in case the vehicle owner has not been issued a personal license plate or already has a personal license plate but is registering it for another vehicle;
- Reissuing the same personal license plate in case the personal license plate has been revoked.
If the vehicle or vehicle dossier does not comply, the dossier will be supplemented and completed as guided by the vehicle registration officer in the Dossier Guidance Sheet.
Step 5: The vehicle registration officer issues an appointment receipt for the vehicle registration result and determines the vehicle registration fee to be paid.
Step 6: The vehicle owner pays the vehicle registration fee on the Ministry of Public Security's Public Service Portal and receives the license plate (in case the license plate is issued according to point a, clause 2, Article 12 of Circular 24/2023/TT-BCA); in case the vehicle owner wishes to receive the vehicle registration result via public postal service, they must register with the public postal service provider.
Step 7: The vehicle owner receives the vehicle registration certificate, license plate (in case the license plate is issued according to point b, clause 2, Article 12 of Circular 24/2023/TT-BCA) at the vehicle registration authority or from the public postal service provider.
- Implementation methods:
+ Directly at the commune-level police headquarters (commune, ward, commune-level town).
Time: From Monday to Saturday (as regulated by the Prime Minister of the Government of Vietnam).
+ Submit the vehicle registration form on the National Public Service Portal or the Ministry of Public Security's Public Service Portal.
+ Receive the result via postal service or at the vehicle registration authority as desired by the vehicle owner.

Composition of the dossier:
- Vehicle registration declaration form.
- Documents of the vehicle owner.
- Documents of the vehicle (Proof of ownership transfer; proof of registration fee payment; proof of vehicle origin).
In case Ministries and sectors have connected and shared databases with the vehicle registration, and management system, these documents are electronic data; if there is no electronic data, paper documents must be provided as prescribed.
The number of first-time vehicle registration dossiers at commune-level police: 01 (one) set.
What is the Processing Time for First-Time Vehicle Registration at Commune-Level Police Assigned Vehicle Registration Duties?
In Section C, Part II of administrative procedures issued together with Decision 6640/QD-BCA in 2023, it is clearly stated that the processing time for first-time vehicle registration at commune-level police assigned vehicle registration duties is as follows:
Processing time:
- Issuing the vehicle registration certificate: No more than 02 working days from the date of receipt of a complete valid dossier.
- Issuing the personal license plate for the first time: Issued immediately after receiving a valid vehicle registration dossier.
- Reissuing personal license plate: No more than 07 working days from the date of receipt of a complete valid dossier.
- The time for returning the vehicle registration result is calculated from the date of receipt of a complete valid dossier and the vehicle registration, and management system has received the verification result of the completion of the vehicle registration fee payment from the public service portal.
